We are seeking a Logistics, Head of Department to provide strategic leadership and operational oversight for logistics, procurement, supply chain, fleet, ICT, and administration functions across our South Sudan country program.
About the Role
The Logistics, Head of Department is responsible for ensuring compliant, efficient, and accountable logistics support services that enable quality program delivery across South Sudan. Reporting to the Country Director and serving as a senior member of the Country Senior Management Team, this role leads logistics strategy, procurement planning, supply chain management, fleet operations, warehousing, ICT support, administration, audit readiness, and risk management.
This position is ideal for an experienced humanitarian logistics leader with strong operational judgment, donor compliance expertise, and the ability to lead teams and systems in a complex, high-risk, and access-constrained environment.
Key Responsibilities
- Provide strategic leadership for the South Sudan logistics function, ensuring alignment with the country strategy, annual planning, and operational priorities.
- Oversee procurement and supply chain processes in compliance with Action Against Hunger policies and major donor regulations, including ECHO, SIDA, WFP, UNICEF, GFFO, AICS, and EU requirements.
- Lead warehousing, stock management, asset control, fleet management, ICT, and administration systems across the Juba coordination office and field locations.
- Strengthen logistics compliance, audit readiness, fraud risk mitigation, and internal controls across procurement, fleet, assets, stock, ICT, and administration.
- Support program design and proposal development by ensuring logistics feasibility, realistic cost projections, procurement planning, and supply chain risk analysis.
- Lead, mentor, and develop a high-performing logistics team, including the Procurement Manager, Logistics Manager, ICT Officer, and Administration Officer.
- Represent Action Against Hunger South Sudan in logistics coordination forums and build effective relationships with suppliers, government counterparts, UN agencies, NGOs, and logistics cluster partners.

Requirements
Who We're Looking For
- Bachelor’s degree in business, economics, supply chain management, humanitarian studies, or a related field.
- Advanced degree or professional qualification in logistics or supply chain management, such as CIPS or equivalent, is strongly preferred.
- Minimum five years of senior-level humanitarian logistics and operational experience, including Head of Department or equivalent leadership experience.
- Significant experience in complex humanitarian operations in Africa, with South Sudan or comparable conflict-affected environments strongly preferred.
- Demonstrated experience managing large-scale procurement processes in compliance with major humanitarian donor regulations.
- Experience with LINK ERP or comparable supply chain/ERP systems in an INGO context.
- Strong experience in logistics compliance, audit response, fraud risk mitigation, and operational risk management.
- Proven ability to lead, mentor, and build capacity within national and international logistics teams.
- Strong communication, negotiation, and stakeholder management skills.
- Fluency in English is required; working knowledge of Arabic is an added advantage.
- Ability and willingness to travel frequently to field locations under challenging security and environmental conditions.
