Management & Program Analyst
The Management and Program Analyst serves in Program Analysis and Evaluation (PAE), Office of Resource Management, Office of Construction and Facilities Management, Office of Acquisition Logistics and Construction. The Service promotes optimal construction program management by developing business solutions that maximize support to VHA, NCA and VBA projects by aligning solution with business needs. The position provides analysis and reports to CFM, NCA and VHA on a variety of topics.
As the Management and Program Analyst, you will help to promote optimal construction program management by developing business solutions that maximize support to VHA, NCA and VBA projects by aligning solution with business needs The major duties and responsibilities include, but are not limited to: Serves as subject matter expert in managing a PAE business line program Establishes and maintains project management policy and procedures associated with quality compliance. Works with SMEs within CFM to develop, interpret, and advise on construction, design or project management Advocates, explains and/or justify, procedures and guidance to ensure program consistency. Develops and distributes, analyzes and reviews findings. Prepares and distributes regular reports to senior officials Analyzes open-ended comment data and recommends SES leadership on appropriate CFM contacts for stakeholders seeking more information Serves as a Contracting Officer's Representative (COR) Applies expert knowledge and skill needed to apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of various activities Accountable to the CFM's Director of Program Analysis and Evaluation who provides administration supervision Develops detailed plans, goals, and objectives to produce the most effective policies and guidance for the administration of the assigned programs Work Schedule: Monday to Friday, 8:00 am to 4:30 pm Compressed/Flexible: Available Telework: Not Available Virtual: This is not a virtual position. Location is negotiable among VA-approved staff offices, subject to space availability and management approval. Applicants without an existing assigned VA staff office must be located within 50 miles of a CFM regional office to be considered. This is not a remote position.
