Manager, Network Infrastructure

This role is responsible for leading the Authority’s network and infrastructure strategy, ensuring technology capabilities are aligned with business directions and future initiatives. The postholder will oversee the planning and delivery of infrastructure improvements, conduct network audits and regular risk assessments, and recommend practical solutions to strengthen service reliability, security and operational resilience. The role also requires strong stakeholder management and communication skills to coordinate effectively with internal teams, business users and external parties across both IT and OT network environments.
You will be responsible for:
- leading the planning, delivery and governance of large-scale ICT infrastructure projects to support the Authority’s business, operational and venue requirements;
- partnering with internal stakeholders, project teams, consultants, contractors and vendors to ensure infrastructure solutions are aligned with business needs, delivery timelines and operational priorities;
- acting as a key point of contact between technical teams and business stakeholders, ensuring clear communication, effective coordination, timely escalation of issues, and smooth decision-making throughout the project lifecycle;
- driving design coordination for ICT infrastructure in building development and operational environments, with particular attention to service continuity, maintainability, scalability and user impact;
- working closely with IT senior management, application teams and operational stakeholders to ensure network services are reliable, fit for purpose and able to support both current and future business operations;
- providing leadership in network infrastructure practices across both IT and OT environments, ensuring solutions are designed and managed with due consideration for operational resilience, integration and security;
- leading and overseeing ICT infrastructure planning, design coordination and implementation for both existing operational environments and greenfield development projects, ensuring solutions are fit for purpose, scalable, supportable and aligned with the Authority’s business and operational needs;
- fostering strong cross-functional collaboration among teams with different expertise, backgrounds and working styles to achieve common business and project objectives;
- working with the cybersecurity function and relevant stakeholders to implement appropriate security controls, manage infrastructure risks, and ensure network platforms remain current, secure and operationally supported;
- participating in governance and design review forums, including the Architecture Governance Board, to assess the impact of proposed changes and ensure they do not adversely affect ongoing operations or supportability;
- overseeing network operational readiness and supporting critical infrastructure where required, including routers, switches, firewalls and related core platforms;
- managing procurement-related activities, including requirement definition, proposal preparation, RFQ/tender documentation, vendor engagement, evaluation support, and contract administration;
- maintaining clear documentation, standards, procedures and operational guidelines to support service quality, governance compliance and effective knowledge transfer; and
- performing any other duties as may reasonably be assigned by the Authority from time to time.
You should:
- possess a recognised university degree or above in Computer Science, Information Technology, or a related discipline;
- have at least 10 years of relevant experience, including a minimum of 5 years in a lead or managerial role overseeing enterprise network and infrastructure environments, preferably within a sizable organisation;
- hold a recognised professional network certification, such as CCNP/CCIE or HCIP/HCIE;
- possess sound knowledge of cloud network infrastructure, and preferably hold relevant cloud certifications such as AWS, Microsoft Azure, or Alibaba Cloud;
- preferably possess additional professional qualifications such as PMP, PRINCE2 and ITIL;
- demonstrate strong knowledge of enterprise network and infrastructure technologies, including DNS, LAN/WAN, VPN, Wi-Fi, SDN, VoIP, IP routing and cloud network infrastructure;
- have proven ability to manage multiple projects, priorities and stakeholders effectively in a fast-paced environment;
- have experience in leading end-to-end procurement and contract management within government or public sector environments is a plus;
- possess excellent communication, interpersonal and stakeholder management skills; and
- have good command of written and verbal communication skills on both English and Chinese.
