This individual, with the assistance of a group of Talent Acquisition Specialists, will be responsible for the entire Talent Acquisition process including securing headcount approvals, managing and reporting headcount against annual operating plans, sourcing talent, interviewing and coordinating interview logistics, making and closing offers, onboarding, and managing any immigration and/or relocation needs and processes. The Talent Acquisition team serves the entire Samaritan Health System. This individual will also be responsible for ensuring the organization’s compliance with all Federal and State regulations, internal policies and collective bargaining agreements. Managing relationships with consultants, insurance carriers, and other vendors. The individual will operate as a key partner and resource to the Vice President of Human Resources, the Human Resources team and internal clients regarding compensation.
Principle Duties and Essential Functions
Job Duties Specific to this Position:
Provide hands on talent acquisition leadership to identify, hire and on-board the best in class talent in a high volume recruitment function and works with Senior Recruiter to determine current staff openings, set priorities and produces open position forecasting.
Manage the entire recruitment process, including job posting, sourcing, screening, interviewing, and selection, as needed.
Serve as backup recruiter in the event of department shortages.
Must have knowledge of transfer process and assist in rate negotiation as needed.
Assist in processing travelers and contracted staff; knowledge of industry standards.
Leads and assist the employment branding initiatives in partnership with the communications and marketing department, evaluates and implements improvements to centralized sourcing, ensures pre-planning and marketing of career fairs or other events. Works with Marketing to develop concepts and write recruitment materials which are accurate, grammatically, and legally correct and that reflect the culture of the organization. Reviews and revises appropriate written recruitment materials at least annually. Maintains sufficient stock of recruitment materials.
Measures teams’ performance by reviewing, measuring, evaluating and reporting out all recruitment/selection and on-boarding process activities using industry benchmarks or other indicators
Develops and maintains relationships and regular contacts in the community and throughout the region in various professions, schools and healthcare facilities, and other organizations that help establish SHS as an employer of choice with a variety of opportunities. Establishes networks with related personnel in other healthcare organizations as appropriate.
Stays informed of new developments, problems and trends in recruitment, in shortage occupations and of issues in employment law. Keeps the HR Staff and other departments and customers informed as appropriate. Evaluates the effectiveness of recruitment efforts. Makes appropriate recommendations to improve programs and processes.
Brings unusual turnover trends to attention of the VP of HR for review and analysis. Identifies barriers to employment and recruitment within individual departments that may be able to be resolved.
Periodically reviews and updates HR policies and procedures pertaining to the selection, orientation, retention and exit of employees to include tracking house wide trends for selected dashboard metrics and reporting indicators.
Partners with the Manager of Employee Benefits to provide thought leadership on compensation and benefit programs design to attract, retain and develop the Samaritan Workforce within financial parameters; evaluates and analyzes compensation and benefit programs for appropriateness and market competitiveness; recommends programs to ensure market competitiveness while managing internal costs. Prepares budget for annual merit pay plan recommendations.
Serves as a liaison with internal and external auditors with required audits, regulatory reporting and compliance testing of retirement plans.
Oversees the compensation function including ensuring accurate job descriptions, competitive pay scale to market, job evaluations, incentive plan design, total rewards, off-cycle compensation changes, market increases and related analysis.
Attends mandatory in services and/or meetings or makes arrangements with the appropriate supervisor for satisfactory compliance.
Maintains current knowledge in present areas of responsibility.
Demonstrates responsibilities for scope of position/own standard of practice.
Participates in PI/QI activities, including when appropriate serving PI/QI teams.

Minimum Education Requirement:
· Bachelor’s degree in Human Resources or related field. 3 to 5 years supervisory or management experience with progressive work experience.
Qualifications:
Experience working with a unionized workforce strongly preferred.
Hands-on experience in healthcare recruiting for various positions and levels.
Experience with sourcing platforms and hiring events.
Understanding of full cycle recruitment
Familiarity with travelers/contracted staff
Kronos or other cloud based HRIS background helpful.
Demonstrated knowledge of compensation programs including base incentive, recognition and reward theories.
Strong presentation, communication, and interpersonal skills.
Extensive knowledge of computer applications including MS Office, HRIS system database and the ability to learn new software rapidly.
Ability to negotiate, influence, organize, plan, problem-solve, and collaborate with leadership to achieve desired objectives.
Experience using computer software applications to include Applicate Tracking Systems(ATS)
Ability to work under deadline pressures.
Ability to work under stress and high volume recruiting.
