Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. The Chief Capital Officer (Rapid Transit) is seeking a Manager, Project Issues and Decisions to support the executive and their leadership team in the delivery of the continent’s largest portfolio of subway and LRT megaprojects.

Reporting directly to the Director, Strategy & Operations and based within the Chief Capital Officer (CCO)’s office, you will lead a team responsible for ensuring the Board, the shareholder (MTO and the minister) and the organization’s senior leadership are appropriately engaged on key project developments, issues and solutions through high-quality briefings and communications material; that critical decisions being made by senior management or sought from more senior governance authorities are supported by comprehensive, compelling and well-documented evidence; and that the CCO is appropriately advised and supported in carrying out their mandate.

The ideal candidate excels at cogently explaining complex technical and commercial concepts to decision-makers, understands how large and complex organizations make decisions, and is at ease navigating ambiguous or fast-changing work requirements.

What will I be doing?
  • Supports the development and quality control of reports, presentations and other materials for which the relevant CCO and/or their team are accountable.

  • On behalf of the CCO and Director, Strategy & Operations, supports engagement with partners including the Office of the CEO, other Metrolinx business units, the Board of Directors, or the Ministry of Transportation, to share information, identify/solve issues as they arise (often of a contentious/high profile nature).

  • On behalf of the CCO and Director, Strategy & Operations, oversees the development and quality-control of governance requests (and their associated documentation including presentations and memoranda) seeking commercial and strategic approvals from more senior governance authorities (i.e. the CEO and Board), and oversees the secretariat function for the Capital Committee of the Board of Directors.

  • Engages with internal teams and staff at all levels throughout the relevant CPG division to bring relevant information to the CCO’s and Director, Strategy & Operations’ attention, align teams to the CCO’s agenda, and problem-solve on the CCO’s and Director’s behalf, including the identification, management and resolution of business delivery and staffing issues.

  • Manages the tracking, reporting and identification of issues and the research and analysis of patterns and trends.

  • Provides leadership for corporate coordination of key documents and processes related to decision making, accountability and transparency.

  • Provides analysis and advice to the CCO, their senior leadership team and the Director, Strategy & Operations to ensure the successful achievement of the agenda of the CCO, CEO and Board.

  • In partnership with the Manager, CPG RT Business Operations, support efforts to drive effective internal operations within the CPG RT division, informed by employee feedback and influenced by an effective employee engagement strategy, and participates in organization wide business planning and estimates process leading to the development of the annual business planning documents.

What Skills and Qualifications Do I Need?

  • Completion of a degree in public administration or a related discipline. Post-graduate degree (Masters’ degree) an asset.

  • Demonstrated experience providing strategic advice to senior executives, leading teams, managing and reviewing written materials, and identifying, anticipating and mitigating issues. Experience implementing these skills in the public sector and/or the infrastructure project delivery industry is a strong asset.

  • Well-versed on processes to streamline information flow and approval processes and managing projects from inception to implementation working with multiple stakeholders.

  • Superior strategic communication skills (verbal, written) to prepare and review a range of written documentation including briefing materials, reports, presentations, options and proposals; to provide strategic advice, oral briefings and presentations to the CCO.

  • Strong familiarity with corporate and public-sector governance principles and practices, and the technical and commercial considerations associated with decision-making for major infrastructure projects.

  • Well-versed on processes to streamline information flow and approval processes and managing projects from inception to implementation working with multiple stakeholders.
