Maritime Intelligence Advisor - Short Term Consultancy

About the Role

Culmen is hiring a Maritime Intelligence Advisor to support a short-term assignment in Oman.

The advisor will play a critical role in helping to develop the curriculum and methods for all source intelligence collection and intelligence fusion with emphasis on the maritime domain, as well as providing informed recommendations on integrated joint operations and unified action.

Estimated up to 140 hours from June - July 2026 CONUS (up to 40 hours per month) and OCONUS (up to 100 hours per month).

What You’ll Do in Your New Role

The Maritime Intelligence Advisor will have the following responsibilities:

  • Develop and teach an all source intelligence fusion course for the Royal Navy of Oman (RNO) that will enable improved maritime border security operations.
  • Develop the curriculum for the initial intelligence fusion course with emphasis on the Maritime Domaine.
  • Implement a train the trainer program for the course that the RNO can continue teach future courses.

Required Qualifications

The advisor should have experience with:

  • Intelligence collection, analysis and dissemination;
  • Design and management of intelligence collection plans and requirements from different sources;
  • Analytic tools and methodologies used in intelligence collection;
  • Intelligence fusion techniques, integration and correlation of multi-source data, data validation, verification, and reliability assessment;
  • Fusion center operations and workflow;
  • Designing, delivering, or supporting training and education on maritime operations;
  • Joint Interagency Task Force operations; and
  • Commercial shipping monitoring procedures and counter illicit trafficking practices.
