Key Responsibilities<\/span><\/b>

1. <\/span><\/span><\/span><\/b>Design and Implementation of MELI Systems<\/span><\/b>
<\/p>

  • Develop, refine, and\n maintain fit\-for\-purpose monitoring, evaluation, and learning (MELI)\n frameworks and tools that align with SmartStart\u2019s strategic goals and\n learning priorities.<\/span>
    <\/li>
  • Collaborate with IT\n and data teams to ensure MELI systems are robust, flexible, and support\n real\-time data collection, analysis, and reporting.<\/span>
    <\/li><\/ul>

    Establish and update key performance indicators (KPIs) and feedback\nmechanisms to track programme progress and impact<\/span>
    <\/p>

    2. Data\-Driven Learning and Adaptive Management<\/span><\/b>
    <\/p>

    • Enable teams and\n stakeholders to collect, interpret, and use data for programme improvement\n and strategic decision\-making.<\/span>
      <\/li>
    • Build capacity\n across the organisation to engage with performance data, identify gaps,\n and take corrective action.<\/span>
      <\/li>
    • Facilitate regular\n review sessions and learning loops to synthesise insights, drive programme\n adaptation, and foster continuous improvement.<\/span>

      3. Experimentation, Evaluation, and Knowledge Management<\/span><\/b>
      <\/p>

      • Lead the design and\n execution of rapid\-cycle experiments and developmental evaluations to test\n and adapt programme models.<\/span>
        <\/li>
      • Manage MELI\n projects, including scope, schedule, finance, risk, and quality, ensuring\n effective resource allocation and team performance.<\/span>
        <\/li>
      • Support the\n dissemination and integration of evaluation findings and experimental\n insights into programme planning and development cycles.<\/span>
        <\/li><\/ul>

        4. Strategic Alignment and Systems Thinking<\/span><\/b>
        <\/p>

        • Synthesise data and\n insights to support leadership in sense\-making, decision\-making, and\n strategic coherence.<\/span>
          <\/li>
        • Promote alignment\n between MELI activities, organisational strategy, and funder requirements.<\/span>
          <\/li>
        • Ensure SmartStart\u2019s\n Theory of Change is embedded in decision\-making and programme design.<\/span>
          <\/li><\/ul>

          5. Reporting and Communication<\/span><\/b>
          <\/p>

          • Coordinate with\n programme and data teams to produce accurate, timely, and insightful\n monitoring and evaluation reports for internal and external stakeholders.<\/span>
            <\/li>
          • Develop and maintain\n standardised reporting templates and guidelines to ensure consistency and\n compliance with donor and internal requirements.<\/span>
            <\/li>
          • Present data\n insights and recommendations to senior management and key stakeholders.<\/span>

            6. Capacity Building and Change Management<\/span><\/b>
            <\/p>

            • Develop and deliver\n training on MELI methodologies, data interpretation, and adaptive\n management to staff and partners.<\/span>
              <\/li>
            • Support teams and\n partners in adopting MELI tools, frameworks, and practices, fostering a\n culture of disciplined innovation and structured experimentation.<\/span>

              7. Continuous Improvement and Innovation<\/span><\/b>
              <\/p>

              • Facilitate the\n interpretation and sense\-making of data to derive actionable insights and\n recommendations.<\/span>
                <\/li>
              • Promote a culture of\n continuous improvement by encouraging data\-driven decision\-making and\n innovation across the organisation.<\/span>
                <\/li>
              • Develop and\n implement feedback mechanisms to capture lessons learned and best\n practices from ongoing projects.<\/span>

                8. People Management<\/span><\/b>

                • Manage and support\n direct reports, facilitating their growth and development through\n coaching, training, and capacity\-building.<\/span>

                  Requirements<\/h3>

                  Qualifications and Experience<\/span><\/b>
                  <\/p>

                  · <\/span><\/span><\/span>Master\u2019s\n(or working towards) degree in MELI or related field<\/span>
                  <\/p>

                  · <\/span><\/span><\/span>At\nleast 4 years\u2019 relevant experience<\/span>
                  <\/p>

                  · <\/span><\/span><\/span>Demonstrated\nexpertise in at least three technical MELI areas, such as building M&E\nsystems, evaluation design, impact studies, research, designing and\nfacilitating M&E training, and providing technical assistance<\/span>
                  <\/p>

                  · <\/span><\/span><\/span>Proficiency\nin mixed\-methods research approaches; quantitative approaches, advantage<\/span>
                  <\/p>

                  · <\/span><\/span><\/span>Experience\nmanaging multiple M&E\-related projects and external contractors<\/span>
                  <\/p>

                  · <\/span><\/span><\/span>Proven\nexperience in technical writing and presentation/facilitation<\/span>
                  <\/p>

                  · <\/span><\/span><\/span>Deep\nunderstanding of at least one area of the development sector (education,\nhealth, early childhood development, youth skills, etc.)<\/span>
                  <\/p>

                  · <\/span><\/span><\/span>Experience\nmanaging fieldwork advantageous<\/span>
                  <\/p>

                  · <\/span><\/span><\/span><\/span>Work\nexperience in funder reporting is advantageous<\/span>
