ABOUT JUSTICE DEFENDERS

Picture this: an overcrowded and under-resourced prison full of men, women, or even children who have not been found guilty. This is the case for three million people around the world currently affected by the excessive use of pre-trial detention.

What we don’t want to see is people filling our prisons simply because there was no one to equip them to fight for justice.

Justice Defenders is a registered UK charity and US nonprofit. Founded in 2007, we work across Africa, training incarcerated people and prison officers to become paralegals. Our 35 prison-based legal offices in Uganda, Kenya and The Gambia are run by more than 300 paralegals. By equipping justice defenders to facilitate a just legal process, we help ensure a fair hearing at the point of greatest need. As everyone deserves the right to tell their story.


JOB CONTEXT

The Justice Defenders Uganda office is looking for a Monitoring and Evaluation Officer, under the guidance and supervision of the Country Advocate In-Charge and Functional to M&E Global Lead will The Officer will be responsible for all M&E-related program actions, providing technical M&E support for all program sectors with specific attention to data quality and use. S/he will assess the M&E systems and staff capacity related to M&E and, based on this, address identified

needs through capacity building and technical support on data collection methods, data

analysis, data quality assurance and result-based management. The M&E Officer will also play

a key role in organizational culture change and strategic planning to ensure that data is

consistently used to drive programming improvements and that a culture of continuous learning is developed in the Country Program.


YOUR RESPONSIBILITIES

  1. Implementation and development of the M&E strategy

  • Ensure that in-country staff are able to comply with the data collection processes being

asked of them

  • Evaluate the current knowledge levels of staff and paralegals and advise a suitable

training programme to the Country Advocate In-Charge

  • Ensure consistency of indicators across the stations, with the goal of developing

systems and procedures

  • Provide leadership and coordination in developing and operationalizing an M&E system

with a key focus on learning and innovation.

2.Data collection

  • Understand the case management system, receive full training in it and assist in

implementing the system in the country

  • Conduct any bespoke data collection in addition to the regular data collected by staff
  • Provide technical M&E support for project activities with regard to basic progress

monitoring and evaluation

  • Validate the data collected to ensure it is orderly, clear and logical
  • Ensure accurate and timely collection of Station data from the field
  • Travel to prisons to conduct practical data training with paralegals
  • Quality control of the data being produced by the paralegals through regular checks

  1. Use of data
  • Train in-country staff to understand and use M&E data and receive feedback from them

on the value it adds to their work

  • Communicate progress against the KPIs and data to the in-country staff at monthly

meetings and when required

  • Ensure the adoption of gender-sensitive analysis and practices among all direct

reports.

  • Champion an organizational culture shift to increase respect for and use of client

feedback, contextual analysis, and gender analysis.

  • Ensure programme leads utilize the data when they make policy decisions
  • Lead local and programmatic learning events and discussions
  • Manage gaps identification process and identify required capacity building in M&E and

reporting

  • Assist with compiling data to contribute towards strategic decision-making, sharing

best practices and program planning with the program team
