Commissary Manager (Full-Time)
Location: Naval Air Station Oceana Commissary – Virginia Beach, VA
Aspire Contracting is seeking an experienced and motivated Commissary Manager to lead daily operations at the NAS Oceana Commissary. This is a full-time union position responsible for overseeing stocking, custodial, warehouse, and personnel operations while ensuring exceptional service, operational efficiency, and compliance with all contractual requirements.

Position Summary
The Commissary Manager is a hands-on working manager responsible for leading daily commissary operations while actively supporting all operational functions. This position is not solely administrative; the successful candidate must be willing and able to work alongside employees in stocking, custodial, warehouse, and merchandising operations as needed. The Commissary Manager leads by example, ensures operational standards are met, and maintains a strong presence on the sales floor and throughout the facility.
Qualifications
Required Qualifications
- High school diploma or GED equivalent
- Previous supervisory or management experience
- Proven ability to lead and motivate teams
- Strong customer service and communication skills
- Knowledge of retail, grocery, warehouse, stocking, or commissary operations
- Experience managing 10 or more employees
- Ability to work independently and make sound decisions
- Computer literate and proficient in Microsoft Office applications, including Outlook, Word, and Excel
- Ability to complete electronic reporting, scheduling, payroll, and other administrative tasks
- Ability to pass a background check and obtain base access
- Willingness to work evenings, weekends, and holidays as operationally required
Preferred Qualifications
- Military service or experience working on military installations
- Experience in custodial, grocery, stocking, warehouse, or logistics operations
- Experience with employee scheduling, performance management, and workforce development
Essential Duties and Responsibilities
Leadership & Operations
- Develop employee schedules and assign daily work tasks
- Supervise stocking, custodial, warehouse, and operational staff
- Monitor productivity and ensure performance standards are achieved
- Conduct routine quality assurance inspections and implement corrective actions when necessary
- Ensure all contractual requirements and operational deadlines are met
- Manage site-level personnel functions, including hiring support, onboarding, scheduling, evaluations, coaching, and corrective actions
- Maintain compliance with company policies, government regulations, and contract requirements
- Promote and enforce workplace safety programs and procedures
- Serve as the primary liaison between Aspire Contracting and commissary representatives
- Address customer concerns, inquiries, and service issues professionally and promptly
- Investigate and report workplace incidents, accidents, and emergencies
- Resolve employee concerns and foster a positive work environment
- Complete administrative reporting, documentation, and daily operational records
- Lead, coach, and develop employees to achieve individual and team success
- Maintain a clean, safe, and organized work environment
Hands-On Responsibilities
- Work in all operational positions as needed, including shelf stocking, custodial cleaning, warehouse operations, and merchandising
- Assist with unloading deliveries, moving product, and stocking shelves
- Perform routine inspections to ensure cleanliness and presentation standards are maintained throughout the facility
- Train employees on proper stocking, safety, cleaning, and customer service procedures
- Lead by example by actively participating in daily operations and supporting staff during peak periods or staffing shortages
- Support all operational functions, including warehouse activities and shelf stocking when needed
Physical Requirements & Work Environment
- Ability to lift, carry, push, and pull up to 50 pounds on a regular basis
- Frequently lift and move merchandise, equipment, and supplies
- Stand and walk for extended periods throughout the workday
- Frequently bend, twist, reach, kneel, crouch, and climb
- Operate safely in a retail, warehouse, and commissary environment
- Work flexible schedules, including evenings, weekends, and holidays as required
- Maintain eligibility for access to military installations and commissary facilities
Compensation & Benefits
- Salary: $55,000 – $65,000 annually, based on experience
