OPERATIONS RESEARCH ANALYST
This position is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. This position is for DISA White House Communications Agency at Joint Base Anacostia-Bolling, District of Columbia.This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.
Conducts cost analyzes and/or estimates on data collected using approved techniques from various sources to determine baseline lifestyle cost for automated information systems, programs and projects; and compiles them.
Conducts cost analyzes and/or estimates on data to calculate future life-cycle costs using reports of cost data findings in formats prescribed by the customer.
Originate plans and establish costing policy to assure that appropriate programs, projects and services are accomplished in the most efficient, expeditious, and economic manner to meet the unique and special needs of the organization.
Develops cost estimate sources, methods, controls, and projections using a variety of techniques including modeling, parametric analysis, engineering estimates, learning curve, risk analysis, and cost estimating relationships.
Prepares and provides comprehensive briefings and presentations on analytical findings and recommendations to the Agency management officials.
Performs broad range of analyses for difficult to -define, controversial, new, or novel systems/functions of major agency, national or international impact.
