OSP Engineering Program Manager

The OSP Engineering Program Manager is responsible for overseeing multiple Outside Plant engineering programs across several clients and active projects. This role ensures that engineering deliverables are completed on time, within budget, and according to client specifications, quality standards, and internal production goals.

The Program Manager will coordinate with clients, engineering teams, project managers, fielding teams, permitting teams, construction stakeholders, vendors, and internal leadership to maintain project visibility, resolve blockers, control budgets, and drive successful project execution from kickoff through final delivery.

  • Manage multiple OSP engineering projects across different clients, markets, and scopes.
  • Track project timelines, milestones, deliverables, risks, and dependencies.
  • Ensure projects are completed according to client requirements, contractual obligations, and internal standards.
  • Maintain visibility across all assigned programs and provide regular updates to leadership and clients.
  • Identify project delays, budget risks, resource gaps, and scope changes early and drive corrective actions.
  • Serve as the main point of contact for assigned client programs.
  • Build and maintain strong client relationships through clear communication, accountability, and timely delivery.
  • Participate in client meetings, status calls, project reviews, and escalation discussions.
  • Ensure client expectations are clearly understood and communicated to internal teams.
  • Manage client feedback and ensure required corrections or updates are completed promptly.
  • Develop, monitor, and manage project schedules and delivery plans.
  • Track project budgets, production costs, labor allocation, and financial performance.
  • Review project estimates, change orders, billing milestones, and budget impacts.
  • Work with internal teams to ensure resources are aligned with project priorities and deadlines.
  • Report budget variances, forecast risks, and recommend solutions to maintain profitability.
  • Oversee the delivery of OSP engineering work including HLD, LLD, fielding packages, permit drawings, construction prints, redlines, and closeout documentation.
  • Ensure engineering designs meet client standards, jurisdictional requirements, and constructability expectations.
  • Coordinate with QA/QC teams to maintain high-quality deliverables.
  • Support issue resolution related to design conflicts, missing data, permitting delays, field changes, and client revisions.
  • Ensure accurate tracking of production, project status, and deliverable completion.
  • Coordinate work across engineering, fielding, permitting, GIS, construction support, and offshore production teams.
  • Assign priorities and ensure workload is properly distributed across available resources.
  • Monitor team performance, productivity, and adherence to project requirements.
  • Support training, process improvement, and standardization across projects.
  • Escalate staffing or performance concerns when needed.
  • Prepare regular program reports including project status, schedule health, budget performance, risks, blockers, and next steps.
  • Maintain accurate data in internal systems, trackers, dashboards, and client platforms.
  • Analyze project performance and identify opportunities to improve efficiency, quality, and profitability.
  • Support the creation and improvement of SOPs, workflows, templates, and client-specific delivery processes.
  • Ensure documentation is complete, organized, and available for audits, billing, and project closeout.
Required Qualifications
  • Proven experience in OSP engineering, telecom construction, fiber deployment, or utility infrastructure projects.
  • Experience managing multiple projects or programs at the same time.
  • Strong understanding of OSP design workflows, permitting, fielding, construction prints, and project closeout.
  • Experience working with telecom clients, municipalities, vendors, and internal production teams.
  • Strong project management skills, including schedule tracking, budget control, risk management, and reporting.
  • Ability to manage competing priorities in a fast-paced environment.
  • Strong communication, leadership, and problem-solving skills.
  • Proficiency with Microsoft Excel, project trackers, reporting tools, and client management platforms.

Preferred Qualifications

  • Experience with FTTH, FTTB, GPON, backbone, feeder, distribution, or long-haul fiber projects.
  • Experience with GIS tools, CAD tools, QGIS, AutoCAD, IQGeo, ArcGIS, Katapult, O-Calc, or similar platforms.
  • Experience managing offshore or distributed engineering teams.
  • Familiarity with permitting requirements, make-ready engineering, pole loading, easements, and right-of-way processes.
  • PMP, CAPM, or similar project management certification is a plus.
Work schedule:
Monday - Friday from 15:00 till 23:00

Work Environment

This role may involve coordination with office-based teams, remote teams, field teams, vendors, and client representatives. The position requires regular participation in internal and external meetings and may involve occasional travel depending on client and project needs.
