Role Overview<\/span><\/span><\/span><\/b>

The ORW will be responsible for overall\nplanning of service delivery at the field for behaviour change or service\nuptake. With Peer Educators and ORW has to plan, counselling sessions by\ncounsellor, clinic services by visiting physician or preferred providers,\nadvocacy and networking with stakeholders. Supporting the peer educators and\nfacilitating their work for efficient and effective coverage of HRGs.\nMaintenance of records of the outreach team and report to the project. Rapport\nbuilding with the target population and mobilise them for various services.\nWork with M&E assistant for data recording. Ensure field training of PEs<\/span><\/span><\/span>

Planning and Management<\/span><\/span><\/span><\/b>
<\/span><\/span><\/p>

  • The\nORW will responsible for preparing micro\-plans for each hotspot, monitoring the\nimplementation of the plans and review of the plans.<\/span><\/span><\/span>
    <\/span><\/span><\/span><\/li>
  • Facilitate\nand build capacity of the peer educators to implement the outreach activities\nas per the required norms of the project.<\/span><\/span><\/span>
    <\/span><\/span><\/span><\/li>
  • Ensure\nmicro plans and line listing is updated on a quarterly basis and the same is\nshared with project for HRGs and in case of migrants and truckers the micro\nplan and site assessment is completed every quarter.<\/span><\/span><\/span>
    <\/span><\/span><\/span><\/li>
  • Prepare\nmonthly action plan for each hotspot, ensure supply of needles/syringes,\ncondoms, lubricants, BCC materials adequately for each hotspot.<\/span><\/span><\/span>
    <\/span><\/span><\/span><\/li>
  • Should\ndiscuss with the counsellor on a monthly basis to understand the hotspots or\nsites with poor service uptake, increasing number of due and overdue so that\nnecessary follow up and micro plans can be updated.<\/span><\/span><\/span>
    <\/span><\/span><\/span><\/li>
  • Should\ndiscuss with the community members and other stakeholders in preparing micro\nplan ensuring that field level support is ensured for smooth implementation of\nthe project.<\/span><\/span><\/span>
    <\/span><\/span><\/span><\/li>
  • The\nORW will identify potential volunteers and would use their services for the\nprogramme. In case of truckers and migrants, brokers may be used. Competent\nvolunteers fulfilling necessary criteria may be engaged as peer educators after\ncomplying with necessary guidelines.<\/span><\/span><\/span>

    <\/span><\/span>Supervision and Monitoring<\/span><\/span><\/span><\/b>
    <\/span><\/span><\/p>

    • The\nORW will be In\-charge of outreach and supportive supervision of PEs,\ncounselling, linkages etc.<\/span><\/span><\/span>
      <\/span><\/span><\/span><\/li>
    • Should\nensure at least 20 days of field visits in a month to assigned areas and to the\nnearest preferred providers, ICTCS/FICTCS where the referrals are made.<\/span><\/span><\/span>
      <\/span><\/span><\/span><\/li>
    • ORW\nwill ensure preparation of micro plan, risk & vulnerability analysis,\nstakeholder analysis in coordination with PE and Project Manager/MEA officer.<\/span><\/span><\/span>
      <\/span><\/span><\/span><\/li>
    • Should\nensure weekly peer diaries are maintained, monthly report collection from PEs,\nsubmission of own reports to the project office.<\/span><\/span><\/span>
      <\/span><\/span><\/span><\/li>
    • Should\nfacilitate the crisis response activities.<\/span><\/span><\/span>
      <\/span><\/span><\/span><\/li>
    • Ensure\nall new contacts of each peer educators should be covered by him/her.<\/span><\/span><\/span>
      <\/span><\/span><\/span><\/li>
    • In\naddition to the regular ORW activities, the Female ORW should focussed on FIDU\nand FRSP in referral and providing services to them.<\/span><\/span><\/span>
      <\/span><\/span><\/span><\/li><\/ul>

      Advocacy and\nNetworking<\/span><\/span><\/span><\/b>
      <\/span><\/span><\/p>

      • The\nORW will be in\-charge of stakeholder management to discuss and rope in support\nof the stakeholders in smooth implementation of the programme in the area.<\/span><\/span><\/span>
        <\/span><\/span><\/span><\/li>
      • The\nORW will be working with various power structures within and outside the\ncommunity and would ensure their effective participation in the programme.<\/span><\/span><\/span>
        <\/span><\/span><\/span><\/li>
      • The\nORW will identify and use preferred providers for delivering the project\nservices after due training by SACS or DAPCU or TSU. <\/span><\/span><\/span><\/span>

        Commodity Supplies and Management<\/span><\/span><\/span><\/b>
        <\/span><\/span><\/p>

        • The\nORW will be responsible for demand analysis of condoms, needles and syringes,\nlubes in the field and would ensure distribution by the peers or through social\nmarketing outlets in the field.<\/span><\/span><\/span>
          <\/span><\/span><\/span><\/li>
        • The\nORW will maintain records of free condoms or needles and syringes or lubes\nreceived from the project and distributed by self or peer educators or out\nlets.<\/span><\/span><\/span>
          <\/span><\/span><\/span><\/li>
        • Identify\nand manage condom social marketing outlets as per the guidelines.<\/span><\/span><\/span>
          <\/span><\/span><\/span><\/li>
        • Ensure\nsupply and management of IEC materials for use in the outreach sessions.<\/span><\/span><\/span>
          <\/span><\/span><\/span><\/li>
        • Prepare\nthe clinic site or health camp sites by mobilising community for health\ncheck\-ups or HIV testing and counselling.<\/span><\/span><\/span><\/span>

          • Reports to\nProject Manager.<\/span><\/span><\/span>

          • Provide\ndata/information required for preparation of reports.<\/span><\/span><\/span><\/span>

            Maintain\nrecords on referrals to other services, follow up register, reconciliation of\nreferral cards, patient cards if required, condom & lubes stock and issue\nregister for distribution in the field, needle and syringe stock and issue\nregister for distribution in the field, collection and disposal of used needles\nand syringes, medicine stock and issue register if required, list of social\nmarketing outlets and their follow up or any other documents as per\nrequirements.<\/span><\/span><\/span>

            Requirements<\/h3>

            Education and Experience<\/span><\/span><\/b>

            • Should be at least educated up to 8th standard with\ngood knowledge of the local community and local language.<\/span><\/span>
              <\/span><\/span><\/li>
            • ORWS should preferably be from the community in case\nof FSW, MSM, TG Migrants and Truckers Project.<\/span><\/span>
              <\/span><\/span><\/li>
            • In case of candidates from the community, Peer\nEducators who have performed well at least for the last 3 years and can read\nand write may also be considered for the post of ORW.<\/span><\/span><\/span> <\/span><\/span>

              • Should have strong communication skills.<\/span><\/span>
