About the Role

The Pricing, Reimbursement & Access (PRA) Manager is a critical strategic and operational role that drives patient access to Lilly's medicines in Turkey. Working at the intersection of science, economics, and health policy, you will shape access pathways through innovative models, robust evidence generation, and strong stakeholder partnerships — including direct engagement with authorities in Ankara.

Key Responsibilities

Access Strategy & Innovative Models
• Design and implement pricing and access strategies aligned to Lilly's priorities, including exploration of innovative access models.
• Identify and champion novel reimbursement pathways that improve speed-to-access and reduce uncertainties through real-world evidence and value-based frameworks.
• Benchmark international access models and adapt best practices for the Turkish reimbursement environment.
Submissions & Dossier Preparation
• Prepare high-quality reimbursement and pricing submissions in compliance with Turkish regulations and within required timelines.
• Develop compelling value arguments supported by health economic models and budget impact analyses (BIAs) tailored to local decision-maker needs.
• Lead business case preparation in coordination with brand teams and regional/global functions.

Cross-Functional Project Management
• Lead and coordinate cross-functional access projects from strategy to execution, aligning internal stakeholders across Medical, Commercial, Regulatory, Legal, and Finance.
• Maintain clear project plans, timelines, and accountability frameworks for all access-related deliverables, ensuring on-time submission and launch readiness.
• Serve as the PRA workstream lead in brand team planning cycles and act as a strategic partner to commercial and medical colleagues.
Access Partnerships & Stakeholder Engagement
• Build and sustain trusted relationships with key decision-makers with regular availability for in-person engagements and meetings in Ankara.
• Represent Lilly at industry associations on PRA and health policy matters, contributing to shaping the access environment.
• Engage proactively with external partners to co-develop access solutions, evidence packages, and policy proposals that reflect both patient and system needs.

Environmental Monitoring & Intelligence
• Monitor and analyze changes in pricing, reimbursement, and health policy legislation with timely dissemination to relevant internal teams.
• Conduct impact assessments of regulatory and policy shifts on Lilly's portfolio and pipeline, and develop proactive response plans.
• Maintain the Lilly pricing database for prices and discounts with accuracy and timeliness.

Value Communication
• Develop differentiated value messages and materials aligned with brand positioning to support access negotiations.
• Collaborate with Medical Affairs and Commercial teams to ensure value communication is evidence-based, locally relevant, and consistent across channels.

Qualifications & Experience
Essential
• Bachelor’s degree in pharmacy, Life Sciences, Economics, Health Economics, or a related discipline; advanced degree (MSc, MBA, PhD) is an advantage.
• Minimum 5 years of experience in pricing, reimbursement, and market access within the pharmaceutical or biotech industry in Turkey.
• Demonstrated experience with reimbursement processes and pricing negotiations.
• Proven ability to lead cross-functional projects and manage multiple priorities simultaneously in a fast-paced environment.
• Excellent command of written and spoken English and Turkish.
Skills & Competencies
• Access Models — Knowledge of and experience with outcomes-based agreements, risk-sharing schemes, or managed entry agreements.
• Cross-Functional Collaboration — Demonstrated ability to drive complex, multi-stakeholder projects to completion
• HE Modeling & Analytics — Strong command of health economic modelling, BIA, and data interpretation.
• Partnership Building — Skilled in building relationships with government officials, payer bodies, and industry partners.
• Written & Verbal — Clear, persuasive communicator capable of translating complex data into compelling narratives for diverse audiences.
Practical Requirements
• Regular availability for travel to Ankara for meetings with government authorities and payers
• Flexibility for occasional acute or urgent visits to Ankara in response to policy developments or time-sensitive access opportunities.
