Program Element Monitor

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024. This position is part of the Defense Threat Reduction Agency.

As a Program Element Monitor at the GS-0301-14 some of your typical work assignments may include: Serves as a Program Element Monitor, a subject matter expert responsible for validating requirements, supporting DTRA core functions, monitoring program element execution and outcomes, and facilitating communication among DTRA directorates during the Planning, Programming, and Budgeting Execution (PPBE) process to develop prioritization lists of agency requirements to inform resourcing decisions. Conducts substantive review of budgetary data, appropriations language and related Congressional reports, and a variety of data/information management and administrative tasks associated with budget execution and resource allocation. Analyzes program performance data (acquisition, financial, manpower) to identify trends, risks, and opportunities. Reviews operational structure to ensure best practices across the board. Provides actionable agency level insights and recommendations. Briefs agency senior leadership on management studies, audits, independent analyses and recommendations in order for senior leaders to prioritize resource decisions. Provides functional and technical advice on resource management to J3/5/8. Coordinates and leads efforts to develop high-level products such as Program Strategy Reviews, input to POM Touchpoints, input to DoW planning guidance, and the DTRA Campaign Plan for use by the Director in presentations before DoW and congressional staffers with respect to matters pertaining to Agency requirements. Develops programming dashboards incorporating disparate data sources across DTRA. Manages RADAR (Receipt and Acceptance Database for Awarded Requirements) for program performance and to support program audit response. Participate in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice, and guidance while continually advising on financial managements, budget, contractual, and manpower activities.
