Program Manager - Federal (Healthcare)

About the Role

RESPEC is hiring a Program Manager to support one of our federal partners in delivering a high-profile healthcare transformation initiative. This role oversees the planning, implementation, and execution of complex health-focused pilot programs that drive operational efficiency, policy innovation, and data-driven decision-making.

The Program Manager will coordinate multiple workstreams, manage diverse stakeholders across government and healthcare settings, and deliver executive-level reports to leadership and congressional audiences. This position requires excellent program management discipline, policy acumen, and strong communication and analytical skills.

Responsibilities:

Program Leadership

  • Lead the planning, initiation, management, and closeout of multi-phase federal healthcare programs.
  • Develop and maintain project documentation, including the Project Management Plan (PMP), schedules, risk registers, and performance metrics.
  • Ensure alignment with federal standards, timelines, and reporting requirements.

Pilot Development and Execution

  • Direct the implementation of multiple pilot programs across clinical areas; define KPIs and establish data monitoring frameworks.
  • Oversee site onboarding, readiness assessments, and knowledge transfer tools supporting program scale-up.

Reporting and Communications

  • Prepare and deliver progress reports, performance dashboards, and executive deliverables for senior leadership and congressional review.
  • Ensure all mandated reports and deliverables are completed accurately and on time.
  • Support strategic communications, policy briefs, and stakeholder updates to inform decision-making.

Data and Performance Oversight

  • Lead data collection, integration, and analysis efforts to evaluate program outcomes.
  • Create and maintain dynamic dashboards to track metrics such as cost efficiency, accessibility, and quality of care.

Stakeholder Collaboration

  • Serve as the central coordinator between program offices, technical teams, clinicians, and external stakeholders.
  • Facilitate meetings, ensure consensus, and maintain communication channels across government, healthcare, and policy teams.

Required:

  • 10+ years of program or project management experience within healthcare, federal government, or large enterprise environments.
  • 6+ years supporting government agencies or multi-site organizations.
  • Proven experience managing federally funded healthcare initiatives or value-based care programs.
  • Strong background in strategic planning, policy analysis, and stakeholder engagement.
  • Demonstrated ability to manage large-scale programs with overlapping deadlines and high visibility.
  • Proficiency in performance tracking, reporting, and documentation across multiple formats (documents, spreadsheets, presentations).
  • Excellent communication, leadership, and organizational skills.
  • Master’s degree in Public Administration, Health Administration, Policy, or a related field.
  • Active or obtainable Secret clearance.

Preferred Qualifications:

  • Direct experience supporting Veterans Health Administration (VHA) or similar federal health systems.
  • Familiarity with value-based healthcare or federal pilot program implementation.
  • PMP, Lean Six Sigma, or other recognized program management certification.
  • Experience with data visualization platforms (Power BI, Tableau) and federal reporting systems.

Work Schedule:

  • Onsite at Federal Agency in Washington, DC
