Program Manager (Healthcare)

About the Role

The Program Manager leads and oversees contract teams and priority program activities within the Defense Health Agency (DHA). This role serves as a subject matter expert and trusted advisor to government stakeholders, providing program management and consultative support to drive execution of complex, high-visibility initiatives across clinical, research, and operational environments. The Program Manager is responsible for ensuring quality contract execution and delivery, while strengthening program management and translational research capabilities across the DHA.

What You’ll Do in Your New Role

  • Lead and manage cross-functional teams in the planning, execution, and delivery of complex, multi-stakeholder initiatives
  • Oversee program performance to ensure delivery within scope, schedule, and requirements
  • Develop and manage core program artifacts, including Program Management Plans, work breakdown structures, policy documents, and standard operating procedures
  • Manage reporting and deliverables, including Monthly Progress Reports across cost, schedule, risks, and outcomes
  • Oversee full project lifecycle activities, including scoping, planning, resource management, execution, monitoring and evaluation, closeout, and transition
  • Coordinate and facilitate work groups, governance forums, and stakeholder engagements to drive alignment and decision-making
  • Lead stakeholder engagement, including development of briefings, reports, and leadership communications
  • Provide consultative support to translate research, policy, and guidance into actionable implementation strategies and processes
  • Support development of frameworks, process maps, and data-informed approaches to guide program execution and decision-making
  • Oversee implementation-focused activities across dissemination, implementation, assessment, and sustainment phases
  • Identify and mitigate risks, barriers, and resistance to change while ensuring quality, continuity, and effective transition planning

Required Qualifications

  • Master’s degree in a relevant field
  • 7+ years of program or project management experience supporting complex initiatives
  • Experience leading and managing cross-functional teams in federal, healthcare, or research environments
  • Subject matter expertise in clinical care, public health, behavioral health, or health services research
  • Experience engaging medical, healthcare, and/or government stakeholders around strategy, project scoping, and implementation
  • Experience applying translational research, implementation science, knowledge translation, or evidence-based practice approaches
  • Experience applying change management principles to drive adoption of new processes, tools, or practices

Desired Qualifications

  • M.D., PhD, or other relevant Doctoral Degree
  • Experience supporting programs within the Military Health System (MHS) or Defense Health Agency (DHA)
  • Experience leading teams of senior level consultants, project management offices (PMO), or Centers of Excellence (CoE)
  • Experience as a clinician, provider, public health professional, or health services researcher
  • Change Management certification
