Program Manager - Temporary

CeLeen, an operating firm of Command Holdings, is seeking a part-time Program Manager to assist with operations supporting the Immigration and Customs Enforcement Office of the Chief Financial Officer.

The Program Manager will provide program management support throughout the life of the task order by developing and implementing a strategy for the entire program team, including development of a robust risk mitigation plan.

Responsibilities may include (but are not limited to):

  • Assess how different projects interlink, overlap and at times, conflict, and communicate potential conflicts to the COR and or Government Program Manager.

  • Define project scopes, develop, and manage detailed project schedules and work plans, resource requirements, and track projects, as directed by the Government.

  • Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress, as directed by the Government.

  • Manage Contractor staff and Contractor resources for each project, including assigning tasks and / or communicate expected deliverables.

  • Attend and facilitate meetings and / or briefings; prepare multimedia presentations, gather feedback, and present insights to the COR and Government Program Manager (PM), as directed by the Government.

  • Identify opportunities for continual improvement and report them to the Government via the Government COR or through briefings.

  • Ensure relevant standards, process and regulations are upheld throughout the life of the contract and shall maintain these standards and processes in a standard operating procedure or central repository as directed by the Government.

  • Develop partnerships with Government employees, and possibly other vendors, too, as requested by the Government.

  • Utilize and provide recommendations regarding industry best practices, techniques, and standards throughout the entire program execution in a standard operating procedure as requested by the Government.

Expected hourly rate: $45 - $50

This position will end on or about September 29, 2026 with the possibility of extension.

Work Environment

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Physical Demands

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel

  • 0-10% / Minimal travel.

Basic Qualifications

  • Bachelor’s degree.
  • Must have had DHS Suitability within the last 2 years.
  • Must be able to obtain DHS Suitability.
  • Direct experience with DHS Immigration and Customs Enforcement including a working knowledge of their government policies, regulations, and directives.
  • Minimum of 5 years of Program Management experience.
  • Supervisory experience in a federal office environment.
  • Ability to prepare management, business, technical, and personnel reports, reviews and documents for internal and external use.
  • Ability to prioritize workload for large teams and possess excellent organizational skills.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Demonstrated proficiency in using all Microsoft Office applications.

  • U.S. Citizenship is required.

Preferred Qualifications

  • Current, active DHS Suitability.
  • Direct experience working within DHS ICE OCFO.
