Program Specialist II

The Program Specialist II serves as a strategic partner to client hiring managers and staffing vendors, providing advanced consultative support throughout the contingent labor lifecycle. This role expands on the Program Specialist I responsibilities by proactively identifying process improvements, mentoring junior team members, and driving supplier performance. The Program Specialist II is expected to manage more complex requisitions and provide data-driven insights to enhance client satisfaction and operational efficiency.

Essential Functions:

Strategic Client Engagement

  • Lead requisition intake sessions with hiring managers, offering consultative guidance on market trends, rate benchmarking, and talent availability.
  • Anticipate client needs and proactively recommend sourcing strategies.
  • Build long-term relationships with key client stakeholders to understand evolving business needs.

Process Optimization and Reporting

  • Analyze requisition and fulfillment data to identify trends and recommend process improvements.
  • Develop and deliver customized reports and dashboards for clients and internal stakeholders.
  • Ensure compliance with client-specific policies and procedures.

Supplier and Worker Oversight

  • Evaluate supplier performance using KPIs and recommend corrective actions or recognition.
  • Lead quarterly business reviews with suppliers.
  • Oversee complex worker assignment changes and ensure data integrity across systems.

Mentorship and Team Collaboration

  • Provide guidance and support to Program Specialist I team members.
  • Share best practices and contribute to training initiatives.
  • Bachelor’s degree preferred.
  • 3-5 years of experience in contingent workforce programs or staffing industry.
  • Proven ability to manage complex client relationships and requisitions.
  • Advanced Excel and reporting skills; experience with VMS tools and CRM systems.
  • Strong presentation and stakeholder management skills.
