Project Engineer / QS Executive

Overview

Our client is seeking a proactive and detail-oriented Project Engineer / QS Executive to support Senior Management in tendering, project execution, contract administration, and site coordination. The successful candidate will play a key role in ensuring projects are delivered efficiently, safely, and in compliance with applicable standards and regulations.

Key Responsibilities

  • Prepare tender submissions, cost estimates, Bills of Quantities (BQ), and related commercial documentation.
  • Review, administer, and manage contracts, ensuring compliance with contractual obligations and project requirements.
  • Assist in project planning, execution, monitoring, and reporting to support Senior Management.
  • Attend site meetings, coordinate site activities, and ensure smooth project execution.
  • Liaise and coordinate with clients, consultants, subcontractors, suppliers, and internal departments to facilitate project delivery.
  • Monitor project progress, costs, schedules, and variations, and provide timely updates to management.
  • Prepare and evaluate quotations, variation orders, claims, and progress claims.
  • Ensure all electrical works are carried out in accordance with project specifications, safety requirements, and relevant Singapore standards.
  • Support the management of project documentation, technical submissions, and authority requirements.
  • Identify project risks and recommend practical solutions to achieve timely and cost-effective completion.
  • Ensure compliance with industry regulations, quality standards, and company procedures.

Requirements

  • Diploma in Electrical Engineering or a related discipline.
  • Minimum 2 years of relevant experience in the construction and electrical engineering industry.
  • Knowledge of electrical design and installation works, with familiarity with Singapore standards including CP5 and SS 638 (formerly CP88).
  • Experience in tender preparation, cost estimation, quantity surveying, contract administration, and project coordination.
  • Good understanding of construction methodologies, project lifecycle, and contract management.
  • Ability to work independently, prioritize tasks, and manage multiple projects effectively.
  • Proficient in Microsoft Office applications; knowledge of AutoCAD and project management software will be an added advantage.
  • Possess strong analytical, problem-solving, and decision-making skills.

Preferred Qualifications

Candidates with additional certifications in the following areas will have an added advantage:

  • Design for Manufacturing and Assembly (DfMA)
  • Supervision of Construction Works for Process Industry (SDCP)
  • Project Management
  • Risk Management

Preferred Experience

  • Familiarity with Singapore construction regulations, electrical codes, and industry practices.
  • Experience in managing electrical engineering projects from tender stage through completion.
  • Exposure to commercial, industrial, infrastructure, or process industry projects will be advantageous.
