Job Description:

World Vision Mongolia is seeking qualified and motivated candidates for the position of Project Manager for a Disaster Risk Reduction project funded by the World Vision US Rise Fund. This recruitment is being conducted under a pre-award condition.

Contract Duration: This is a fixed-term assignment expected to run for 12 months, tentatively from 1 August 2026 to 31 July 2027, subject to project approval.

The Project Manager is responsible for providing overall leadership, coordination, and management of the RISE Fund Pillar 1 project, ensuring the effective planning, implementation, monitoring, and reporting of Disaster Risk Reduction (DRR), Anticipatory Action, Emergency Preparedness, and Rapid Response interventions. The position is responsible for delivering project objectives and results in compliance with donor requirements, World Vision policies, quality standards, and accountability commitments. The Project Manager will lead project implementation in close collaboration with the National Emergency Management Agency (NEMA), provincial and local government authorities, humanitarian partners, communities, and other key stakeholders to strengthen disaster preparedness, resilience, and response capacities. The position will oversee community-based DRR initiatives, anticipatory action mechanisms, readiness investments, emergency response interventions, and crisis modifier activities while ensuring effective project planning, budget management, coordination, monitoring and evaluation, safeguarding, GEDSI integration, and accountability throughout the project lifecycle.

KEY RESPONSIBILITIES

Project Planning and Management (60%)

  • Provide overall leadership and management of the RISE Fund project implementation.
  • Lead implementation of project activities related to:
    • Disaster Risk Reduction (DRR)
    • Community Participatory Disaster Risk Assessments (CPDRA)
    • Anticipatory Action (AA)
    • Emergency Preparedness and Readiness
    • Early Warning and Early Action Systems
    • Rapid Emergency Response
  • Develop annual, quarterly and monthly implementation plans aligned with project targets and budgets.
  • Ensure timely delivery of project outputs and outcomes according to donor requirements.
  • Oversee procurement, distribution and accountability of preparedness equipment, fodder bank support, and emergency supplies.
  • Ensure proper activation and management of anticipatory action triggers and response mechanisms.
  • Lead implementation of emergency response activities within 72–96 hours following disaster events.
  • Ensure integration of GEDSI, child protection, safeguarding, accountability and community engagement throughout project implementation.
  • Monitor project risks and implement mitigation plans.
  • Ensure compliance with World Vision policies and donor regulations.

Project Monitoring and Reporting (15%)

  • Lead project monitoring, evaluation, accountability and learning (MEAL) processes.
  • Ensure collection of quality monitoring data across project locations.
  • Oversee baseline, routine monitoring, post-distribution monitoring and project evaluations.
  • Establish systems to track preparedness, anticipatory action and emergency response indicators.
  • Analyze project performance and recommend adaptive management actions.
  • Prepare and submit high-quality donor reports.
  • Document lessons learned, good practices and success stories.
  • Ensure donor visibility and communication requirements are met.
  • Support emergency assessments and rapid needs assessments during disasters.

People Management (10%)

  • Lead and supervise project staff, consultants and surge personnel.
  • Ensure strong collaboration between technical teams, operations and field offices.
  • Build staff capacity on:
    • Disaster Risk Reduction
    • Emergency response
    • Anticipatory action
    • Humanitarian principles
    • Safeguarding and Accountability
  • Promote staff wellbeing and security.
  • Conduct regular coaching, performance discussions and team meetings.
  • Ensure all staff comply with safeguarding and anti-corruption standards.

Networking and Coordination (10%)

  • Coordinate project implementation with:
    • National Emergency Management Agency (NEMA)
    • Provincial Emergency Management Departments
    • State Emergency Commission
    • OCHA
    • Humanitarian Country Team (HCT)
    • Humanitarian Clusters
    • Local government authorities
    • Civil society organizations
    • Community groups
  • Participate in humanitarian coordination meetings and preparedness forums.
  • Ensure response plans align with national disaster management systems.
  • Facilitate donor visits and field monitoring missions.
  • Promote learning and advocacy related to disaster risk reduction and resilience.
  • Strengthen partnerships with private sector actors and local institutions for preparedness and response activities.

Other (5%)

  • Contribute to the common goal and aspirations of the WVI Mongolia.
  • Attend weekly devotions and support spiritual development of the team.
  • Ensure awareness raising on prevention and reporting of child protection incidents across project targets.
  • Willingness to travel as needed.
  • Ability to work under pressure and meet deadlines.
  • Support, as required, to develop grant project proposal & design

REQUIRED QUALIFICATION

  • Bachelor's degree in Disaster Risk Management, Emergency Management, Development Studies, Humanitarian Assistance, Environmental Science, Climate Change Adaptation, Natural Resource Management, Public Administration, OR Social Sciences
  • Master's degree preferred.
  • Minimum 5 years of progressively responsible project management experience.
  • At least 3 years managing humanitarian, DRR, resilience, emergency response or climate adaptation projects.
  • Experience managing institutional donor-funded grants.
  • Demonstrated experience coordinating with government agencies and humanitarian actors.
  • Experience managing budgets, procurement and donor reporting.
  • Experience leading field-based project teams.
  • Fluency in both written and oral English and Mongolian.
  • At least 30% of the working hours will consist of traveling to project target areas
  • Ability to visit communities during challenging weather conditions, including extreme cold, snowstorms (dzud), floods, and wildfire-affected areas when safety conditions permit.
  • Ability to participate in field assessments, emergency response deployments, simulation exercises, training events, and community meetings.
  • Ability to work extended hours during emergency response activations and rapid response operations.
  • Ability to carry light field equipment such as laptops, training materials, personal protective equipment (PPE), and emergency assessment tools.
  • Physically and mentally capable of working in a fast-paced humanitarian environment and under emergency conditions.

Preferred Experience, Knowledge and/or other Qualifications

  • Prior experience in working on internationally funded grant projects.
  • Excellent at facilitation and organizing skills.
  • Good understanding of incorporating gender issues in development.
