<\/div>Position\nSummary<\/span><\/b>
<\/p>The Senior\nManager, Bid & Proposal Management<\/b> owns the end\-to\-end response\nlifecycle for high\-value RFPs, RFIs, RFQs, and grant opportunities across\nRADcube\u2019s public sector, healthcare, managed care services, and enterprise\ntechnology portfolios. This is a player\-coach role: you\u2019ll personally lead our\nmost strategic pursuits while building the systems, expand partnerships and\nteam capabilities that scale our win rate as our pipeline grows.<\/span>
<\/p>You will sit\nat the intersection of strategy, capture management, technical writing, and\npricing, translating complex AI, digital health, and enterprise transformation\ncapabilities into compelling, compliant, and competitive proposals.<\/span>

<\/div>Key\nResponsibilities:<\/span><\/b>
<\/p>Pursuit\nLeadership<\/span><\/b>
<\/p>- Lead 8\u201315 concurrent active\n pursuits across federal, state, and commercial channels. Drive bid/no\-bid\n decisions, capture planning, win theme development, compliance matrices,\n and final production. Accountable for on\-time, zero\-defect submissions.<\/span>
<\/li>- Partner with leadership to shape\n opportunities pre\-RFP, identifying decision\-makers, building teaming\n arrangements, drafting Letters of Intent and Letters of Support, and\n positioning RADcube as the obvious choice before the solicitation drops.<\/span>
<\/li><\/ul>Public\nSector & Grant Proposals<\/span><\/b>
<\/p>- Lead and drive responses to\n state and federal solicitations, including HHS, CMS, state Medicaid\n agencies, state health departments, NIH, NSF, ARPA\-H, and city/county\n procurement bodies. Maintain working knowledge of FAR/DFARS basics,\n SAM.gov requirements, set\-aside vehicles, and GSA schedules.<\/span>
<\/li>- Lead narrative development,\n logic models, evaluation frameworks, and budget justifications for\n foundation, NGO, and philanthropic funders (e.g., Gates). Translate\n program design into fundable propositions aligned with funder priorities.<\/span>
<\/li><\/ul>Commercial\n& Cross\-Vertical Proposals<\/span><\/b>
<\/p>- Manage proposals to commercial\n payers, MCOs, PBMs, health systems, and Fortune 500 enterprise clients.\n Calibrate tone, depth, and pricing structure to private\-sector procurement\n norms, fixed\-fee, T&M, outcomes\-based, and hybrid models.<\/span>
<\/li>- Move fluidly across verticals, public\n health and rural health one week, enterprise AI and data modernization the\n next, managed\-care services and PBM pursuits the week after. Ramp on new\n domains quickly without losing rigor.<\/span>
<\/li><\/ul>Proposal\nOperations & Team Management<\/span><\/b>
<\/p>- Build and maintain the proposal\n library, reusable content blocks, past performance database, resume bank,\n pricing models, and color\-team review processes (pink, red, gold,\n white\-glove). Implement and manage proposal management tooling.<\/span>
<\/li>- Coordinate SMEs, technical\n writers, designers, pricing analysts, and external consultants. Run\n kickoff meetings, drive accountability against the schedule, and keep the\n team on track without burning them out.<\/span>

Requirements<\/h3>
Qualifications<\/span><\/b>
<\/p>- Experience:<\/span><\/b> 5+ years in proposal\n management, bid management, or capture management roles with progressive\n responsibility across both public\-sector and commercial channels.<\/span>
<\/li>- Direct experience leading grant\n proposal development for major foundation, federal, or NGO funders, with\n at least one funded award you can speak to in detail.<\/span>
<\/li>- Proven ability to pivot across\n industry verticals, ideally healthcare, insurance/payer, public health,\n and enterprise technology, with deep familiarity with the full proposal\n lifecycle: capture, compliance matrix, storyboarding, color reviews,\n production, and debriefs.<\/span>
<\/li>- Strong command of pricing\n strategy fundamentals, fixed\-fee, T&M, cost\-reimbursement,\n milestone\-based, and outcomes\-based, and excellent technical writing\n skills with the ability to translate complex AI, data, and clinical\n concepts for non\-technical evaluators.<\/span>
<\/li>- Comfort working in lean,\n fast\-moving environments where wearing multiple hats is the norm, not the\n exception.<\/span>
<\/li>- Preferred:<\/span><\/b> Experience with rural health,\n FQHC, CHC, or safety\-net provider environments; familiarity with\n healthcare AI or digital health platforms; background with state Medicaid,\n HRSA, CDC, or state health department procurement; insurer/MCO/PBM RFP\n experience; APMP certification; and/or existing relationships with\n regional procurement officers and teaming partners.<\/span>
