QA/QC Commissioning Manager

ABM is seeking an experienced QA/QC Commissioning Manager to lead our Power & Technical Services commissioning operations. In this role, you will oversee the planning, execution, and delivery of commissioning projects for low- and medium-voltage electrical systems. Write commissioning plans and scripts. You will provide leadership to commissioning teams, ensure adherence to safety and quality standards, and serve as the primary point of contact for clients throughout project lifecycles. You will play a critical role in driving project success, optimizing system performance, and ensuring seamless system energization and turnover.

What You’ll Do

As a QA/QC Commissioning Manager at ABM, you will provide both technical leadership and operational oversight for commissioning activities across multiple projects.

Key Responsibilities

Leadership & Management

  • Lead, mentor, and develop commissioning technicians and engineers, fostering a culture of safety, accountability, and technical excellence.
  • Write Commissioning plans including load bank, testing from L0-L5.
  • Write and review Final commissioning reports
  • Manage staffing, resource allocation, and workforce planning across projects.
  • Establish performance expectations and provide coaching, feedback, and career development guidance.
  • Promote Human Performance Improvement (HPI) principles and ensure consistent safety leadership across all job sites.

Project Oversight

  • Oversee all phases of commissioning projects, including planning, execution, testing, and final turnover.
  • Develop project commissioning strategies, schedules, and budgets aligned with client and company objectives.
  • Ensure commissioning activities meet contractual requirements, codes, and industry standards.
  • Lead Job Hazard Analyses (JHAs) and ensure a safe, compliant work environment across all projects.

Technical Direction

  • Provide subject matter expertise on low- and medium-voltage systems, including switchgear, transformers, breakers, and protection systems.
  • Review and approve commissioning test plans, procedures, and reports.
  • Guide teams in advanced testing, including protection schemes, SCADA validation, and system-level testing.
  • Oversee relay configuration and commissioning activities (SEL, GE, ABB, Westinghouse).

Client & Stakeholder Management

  • Serve as the primary client interface for commissioning projects.
  • Collaborate with engineering, construction, and operations teams to resolve technical and project issues.
  • Lead project meetings, provide progress updates, and manage expectations throughout the project lifecycle.
  • Support business development efforts, including proposal development and client relationship management.

Quality & Compliance

  • Ensure all commissioning documentation is accurate, complete, and delivered on time.
  • Maintain compliance with applicable standards such as NERC PRC-005 and industry best practices.
  • Drive continuous improvement initiatives across commissioning processes, tools, and methodologies.

Startup & Energization

  • Oversee startup and energization planning, including outage coordination and readiness assessments.
  • Ensure successful system turnover with full validation of performance, safety, and reliability.

What You Bring

Experience & Education

  • Bachelor’s degree in electrical engineering or electrical engineering technology (preferred); equivalent experience considered.
  • 7–12+ years of experience in electrical testing and commissioning within power distribution systems.
  • 3–5+ years of leadership or project management experience in commissioning or related field.

Technical Expertise

  • Deep knowledge of power distribution systems, protection and control schemes.
  • Strong experience with protective relays (SEL, GE, ABB, Westinghouse), including configuration and troubleshooting.
  • Proficiency with relay testing equipment, CT/PT testing, and commissioning tools/software.
  • Experience developing and overseeing commissioning plans, FAT/SAT procedures, and turnover documentation.
