QA/QC Engineer (ITS Scope)
The QA/QC Engineer will ensure operational excellence, compliance with Ashghal standards, and the effective functioning of Intelligent Transport Systems (ITS), Traffic Management Systems (TMS), Road Operation Management Centers (RMC), Tunnel Control Rooms, Telecommunications infrastructure, SCADA, and SCATS systems across Qatar’s highway and road networks. The role involves developing and enforcing quality assurance and control processes, conducting audits and reviews, and collaborating with internal teams, contractors, and stakeholders to guarantee system reliability and performance.
- Quality Assurance & Quality Control
- Develop, implement, and maintain comprehensive QA/QC plans for ITS, TMS, SCADA, SCATS, telecommunications, and related systems.
- Ensure all operations and maintenance activities conform to Ashghal specifications, Qatar Construction Specifications (QCS), and international standards.
- Perform regular quality audits, system reviews, and operational checks across traffic systems, RMC, and control rooms.
2. Compliance & Standards Enforcement
- Monitor compliance against Ashghal ITS deployment guidelines and ITS specifications including functional and non-functional requirements.
- Validate system performance, redundancy, uptime, maintenance procedures, documentation, and reporting criteria.
- Ensure effective implementation of ISO 9001 quality management principles across system life cycles.
3. System Performance Monitoring
- Collaborate with operations teams to monitor system health, performance indicators, alarms, and incident reports within RMC and tunnel control environments (24/7 operations).
- Evaluate performance metrics and identify trends affecting SCADA, SCATS, and ITS performance.
- Recommend corrective actions, system improvements, or process enhancements to meet KPIs.

4. Testing, Verification & Validation
- Support and/or lead Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), System Integration Tests (SIT), and operational validation exercises for ITS and control systems.
- Verify telecommunication links, SCADA interfaces, and data integrity between field equipment and management centers.
5. Documentation & Reporting
- Prepare detailed QA/QC reports, non-conformance reports (NCRs), corrective/preventive action plans, test logs, and change control documentation.
- Contribute to standard operating procedures (SOPs), system manuals, and handover documentation for operational readiness.
6. Risk Management & Safety Assurance
- Establish risk assessment protocols and quality checkpoints in collaboration with RMC, tunnel operations, telecommunications and system integration teams.
- Ensure HSE compliance during all operations and quality audit activities.
7. Stakeholder Coordination
- Liaise with cross-functional teams including ITS contractors, Operations Center staff, telecommunications engineers, and external parties (e.g., Ministry of Interior, Baladiya, emergency services) during incidents or quality escalations.
- Participate in lessons-learned reviews and support quality improvement initiatives.
8. Training & Continuous Improvement
- Provide guidance and quality awareness training to operations and engineering teams.
- Stay updated with emerging technologies and industry best practices in ITS, SCADA, SCATS and traffic management.
- Degree: Bachelor’s in Electrical, Telecommunications, Computer Engineering, Civil Engineering with ITS focus, or equivalent.
- Experience: Minimum 5–8 years in QA/QC within ITS, traffic systems, SCADA, or control operations (preferably in highway/road operations or traffic management environments).
- System Knowledge: Strong understanding of ITS devices (DMS, CCTV, sensors), SCATS traffic control, SCADA control systems, RMC/TMC operations, telecommunications networks, and performance monitoring.
- Standards & Specifications: Familiarity with Ashghal ITS specifications, QCS, ISO quality management, and commissioning/testing protocols.
- Degree: Bachelor’s in Electrical, Telecommunications, Computer Engineering, Civil Engineering with ITS focus, or equivalent.
- Experience: Minimum 5–8 years in QA/QC within ITS, traffic systems, SCADA, or control operations (preferably in highway/road operations or traffic management environments).

- Technical Skills: Ability to interpret technical drawings, perform audits, analyze system performance data, and prepare QA/QC reports.
- Soft Skills: Excellent analytical, communication, documentation, stakeholder management, and team coordination skills.
- Language: Proficiency in English (Arabic an advantage).
- Previous experience on Ashghal road or ITS projects.
- Experience with operational control rooms (24/7 shift environments).
Knowledge of traffic flow optimization metrics and incident response procedures.
