QA/QC Lead

General Overview

We are seeking an experienced Project Construction QA/QC Lead to spearhead the end-to-end quality assurance and quality control for a critical asset and infrastructure expansion/upgrade project. Acting as the principal quality representative on behalf of the project owner/management team, you will enforce strict compliance with engineering standards, project specifications, and quality codes across all civil, marine, structural, piping, and E&I works.

​The incumbent will directly manage and audit the Engineering, Procurement, and Construction (EPC) contractor's QA/QC procedures, promoting systematic and structured high-quality construction, eliminating NCRs and to support the delivering of asset’s operational reliability.

Responsibilities

· Review, endorse, and continuously monitor the EPC contractor’s Project Quality Plan (PQP), Inspection Test Plans (ITPs), and Test Packages to ensure they are being implemented diligently.

· Conduct regular quality audits and assessments on the EPC contractor and sub-contractors to ensure strict adherence to approved QA/QC procedures.

· Practice and grow the culture of Quality on site. Take our Quality to a proactive stance by leveraging on identified/accumulated quality findings’ data analysis.

· Manage Non-Conformance Reports (NCRs), ensuring root cause analysis and corrective/preventative actions are swiftly implemented by the EPC.

· Oversee the overall end-to-end project quality documentation, including final manufacturing data records (MDR) and handover dossiers.

· Provide rigorous QA/QC oversight for the upgrading of existing breasting dolphins and the installation of new mooring dolphins.

· Monitor and inspect civil works, including the excavation and backfilling of earth to ensure soil compaction and stability standards are met.

· Enforce quality standards on all structural modifications and structural steel erection

· Ensure all new and modified piping works comply with international standards (e.g., ASME, API) regarding welding, NDT (Non-Destructive Testing), hydro-testing, and coating/corrosion protection.

· Verify the calibration of instruments, cable pulling/terminations, and the successful execution of loop checks and functional tests.

· Ensure E&I systems meet hazardous area classifications and explosion-proof standards required for energy sector operations.

Requirements

· Diploma & Degree in Mechanical /Civil Engineering

· 8-10 years’ experience of dedicated QAQC experience in construction management for Oil and Gas, Marine or LNG industry

· Proven track record managing EPC contractors on large-scale infrastructure projects.

· Direct experience with marine structures (jetties, dolphins, berthing infrastructure)

· Strong familiarity with deep foundation works (Micropiling), earthworks, and structural pipe rack installations

· Certifications: Lead Auditor certification (ISO 9001). Certifications in welding inspection (e.g., CSWIP, AWS) and coating/painting

· Technical Knowledge: Deep understanding of international engineering codes and standards (ASME, API, ACI, ASTM, IEC)

· Steadfast leadership and confidence to halt non-compliant work; strong analytical and communication skills to resolve complex quality disputes between stakeholders.

· Knowledge in utilizing Windows &MS Office Applications (Outlook Email, Word, Excel, PowerPoint etc)

· Ability to communicate in English and Mandarin.

· Ability to read and write in English.
