Role Purpose
The Project Quality Manager is responsible for leading all Quality Assurance (QA) and Quality Control (QC) activities across the project, ensuring that all works are delivered in accordance with client specifications, contractual requirements, engineering standards and company procedures.
Working closely with operational, engineering and delivery teams, the role will ensure robust quality planning, inspection, verification and assurance processes are implemented throughout the project lifecycle. The Project Quality Manager will support the successful delivery of the project by driving a culture of quality, continuous improvement and right-first-time delivery.
The role will be split between the Glasgow office and operational sites, requiring regular engagement with project teams, subcontractors, suppliers and client representatives.
Key Responsibilities
Quality Leadership
- Lead the implementation of the project's Quality Management arrangements.
- Promote a proactive quality culture across all project activities.
- Provide professional quality advice and support to project management, engineering and construction teams.
- Support the Project HSSEQ Manager in achieving project quality objectives and performance targets.
- Champion a right-first-time approach to project delivery.
Quality Assurance (QA)
- Develop, implement and maintain the Project Quality Plan.
- Ensure compliance with:
- ISO 9001 requirements
- Client specifications
- Contract requirements
- Engineering standards
- Company management systems
- Ensure project procedures and processes are effectively implemented and followed.
- Coordinate internal and external quality audits.
- Support client and third-party assurance activities.
- Monitor quality performance and identify improvement opportunities.
Quality Control (QC)
- Establish and manage inspection and test regimes across all project activities.
- Review and approve Inspection and Test Plans (ITPs).
- Ensure inspection hold points and witness points are implemented and complied with.
- Monitor inspection records and quality documentation.
- Verify completed works meet specification requirements prior to handover.
- Support site teams in managing quality control activities.
Inspection & Assurance
- Conduct site quality inspections and assurance reviews.
- Monitor workmanship standards and compliance with approved procedures.
- Verify compliance with:
- Design requirements
- Construction specifications
- Client standards
- Industry standards
- Identify quality deficiencies and ensure corrective actions are implemented.
- Produce inspection reports and quality performance updates.
Non-Conformance Management
- Manage the project Non-Conformance Reporting (NCR) process.
- Investigate quality defects, failures and non-conformances.
- Facilitate root cause analysis and corrective action development.
- Track NCRs through to closure.
- Analyse trends and identify recurring issues requiring intervention.
- Support lessons learned activities and continuous improvement initiatives.
Documentation & Handover
- Oversee project quality records and document control requirements.
- Ensure quality documentation is complete, accurate and auditable.
- Manage compilation of quality handover packs.
- Support project close-out and client acceptance activities.
- Verify as-built documentation and quality records prior to submission.
Supply Chain Quality Management
- Support quality assurance activities relating to suppliers and subcontractors.
- Participate in supplier audits and performance reviews.
- Ensure subcontractors comply with project quality requirements.
- Monitor subcontractor quality performance and drive improvements where required.
Client & Stakeholder Engagement
- Act as the primary quality representative for the project.
- Attend project meetings and client quality reviews.
- Liaise with client quality representatives and independent auditors.
- Build positive working relationships with project stakeholders.
- Support client inspections and audits.
Reporting & Performance Management
- Produce quality performance reports and KPI dashboards.
- Monitor and report:
- NCR trends
- Inspection completion rates
- Audit findings
- Quality defects
- Corrective action status
- Provide regular updates to the Project HSSEQ Manager and Project Director.
- Support project governance and assurance meetings.

Essential Qualifications
- HNC/HND or Degree in Engineering, Construction, Quality Management or related discipline.
- ISO 9001 Internal Auditor or Lead Auditor qualification.
- Full UK Driving Licence.
Desirable Qualifications
- Chartered Quality Institute (CQI) membership.
- ISO 9001 Lead Auditor qualification.
- Six Sigma Green Belt or equivalent.
- NEBOSH General Certificate.
- Temporary Works, NRSWA or utility-related qualifications.
- Membership of a relevant professional institution.
Essential Experience
- Experience in a Quality Manager, Quality Engineer or Senior Quality Advisor role.
- Experience managing QA and QC processes on major construction, utilities or infrastructure projects.
- Strong understanding of inspection and test requirements.
- Experience managing NCRs and corrective action processes.
- Experience conducting audits and quality inspections.
- Experience working within ISO 9001 certified environments.
- Experience working directly with operational and engineering teams.
Desirable Experience
- Power Transmission and Distribution experience.
- Substation, overhead line or cable project experience.
- National Grid, SP Energy Networks or SSEN project experience.
- Experience working on major utility or infrastructure frameworks.
- Experience managing quality requirements for multi-disciplinary projects.
