Quantity Surveyor – Farciennes

The Quantity Surveyor (QS) is responsible for the commercial management of change orders throughout the project lifecycle. This includes identifying, evaluating, pricing, substantiating, negotiating, and settling changes with both the Client and Subcontractors, while protecting the project's contractual and financial interests.

Key Responsibilities

Change Order Management

  • Identify and assess potential change events arising from design modifications, Client instructions, technical queries, delays, disruptions, site conditions, and other project developments.
  • Prepare detailed cost estimates for change orders, including labour, materials, equipment, subcontractor costs, preliminaries, overheads, risks, and contractual mark-ups.
  • Coordinate with the planning team to evaluate time impacts, entitlement to extensions of time, and programme implications.
  • Prepare and submit fully substantiated change order packages to the Client within contractual deadlines, including notices, cost breakdowns, time analyses, and contractual justifications.

Subcontractor Administration

  • Review and assess subcontractor variation requests and claims.
  • Verify contractual entitlement, quantities, rates, and supporting documentation.
  • Challenge unsupported claims and formulate recommendations for approval, rejection, or negotiation.

Contract & Commercial Management

  • Interpret contract conditions regarding entitlement, valuation methods, notice requirements, compensation mechanisms, and procedural obligations.
  • Maintain an accurate and structured Change Order Register, tracking status, submissions, negotiations, approvals, values, and schedule impacts.
  • Analyse project records, correspondence, meeting minutes, site reports, drawings, RFIs, NCRs, and other documentation to support or defend change positions.
  • Prepare commercial reports, change summaries, forecasts, risk assessments, and management briefings.

Negotiation & Stakeholder Management

  • Negotiate change orders and commercial settlements with Clients, Subcontractors, and suppliers.
  • Participate in commercial, contractual, and project meetings.
  • Advise project management on contractual risks, opportunities, commercial exposure, and recovery strategies.
  • Work closely with project management, planning, engineering, legal support, site teams, Clients, and Subcontractors to gather and validate information required for successful change management.
  • Bachelor's degree in Quantity Surveying, Construction Management, Engineering, Economics, or a related discipline.
  • Strong analytical and numerical skills with the ability to assess cost, entitlement, time impact, and contractual risk.
  • Sound understanding of construction contracts, variation management, claims, delay analysis, and subcontract administration.
  • Excellent communication, negotiation, drafting, and stakeholder management skills.
  • Proficiency with cost management, quantity take-off, document control, scheduling, reporting, and data analysis tools.
