Quantity Surveyor (Pre-Contract)

We are seeking a detail-oriented and analytical Quantity Surveyor (Pre-Contract) to join our Cost Management team in Dubai, United Arab Emirates. In this role, you will be instrumental in supporting the delivery of cost management services during the pre-contract phases of large-scale construction projects. Working collaboratively within a multidisciplinary design environment, you will provide critical cost expertise to ensure projects remain aligned with budgets and strategic objectives while maintaining the highest standards of accuracy and compliance.

  • Prepare, review, and analyze cost estimates and cost plans across key design stages, ensuring accuracy, completeness, and alignment with project scope and approved budgets
  • Participate actively in design development meetings and workshops, providing cost input to support informed design decisions and maintain design-to-budget compliance
  • Identify, track, and report on key cost drivers, risks, and opportunities throughout the design development process, escalating matters appropriately to senior team members
  • Undertake detailed quantity take-offs and measurements from drawings and Building Information Models (BIM) to support cost planning, option studies, and tender documentation
  • Contribute to design-led Value Engineering exercises by preparing comparative cost analyses and option evaluations that optimize project value without compromising quality or performance
  • Assist in the preparation and ongoing management of commercial and cost risk registers, ensuring risks are actively monitored and mitigated throughout design stages
  • Prepare comprehensive cost inputs and reports to support project steering, governance reviews, and client reporting, with clear documentation of assumptions, risks, and budget status
  • Liaise effectively with project managers, engineers, consultants, and contractors to ensure coordinated, accurate, and timely cost information across all project phases
  • Ensure all cost management deliverables comply with local UAE regulations, client governance requirements, and international best practice standards (RICS/NRM)
  • Utilize industry-standard digital tools and software to support measurement, cost planning, reporting, and project coordination
  • Support the development of tender documentation and cost-related contract provisions during pre-contract phases
  • Analyze and present cost implications of design alternatives and construction methodologies to support decision-making
  • Bachelor's degree in Quantity Surveying, Civil Engineering, or a related field
  • Professional certification from a recognized body (e.g., RICS, CIOB) is highly desirable
  • Minimum of 5-7 years of professional experience in quantity surveying, with demonstrated focus on pre-contract cost planning and estimation
  • Proven hands-on experience across multiple sectors, including sports facilities, hospitality developments, mixed-use urban developments, healthcare, and education projects
  • Proficiency in quantity surveying software (e.g., CostX, Causeway) and Building Information Modeling (BIM) tools
  • Advanced proficiency in Microsoft Office Suite, particularly Excel for cost modeling and analysis
  • Strong mathematical and analytical skills with meticulous attention to detail and accuracy
  • Excellent communication and negotiation skills, with the ability to interact effectively with stakeholders at all levels
  • In-depth knowledge of construction practices, methodologies, and procurement processes
  • Thorough understanding of construction contracts and local construction regulations in the UAE
  • Demonstrated ability to work efficiently under pressure and meet tight deadlines
  • Strong organizational skills and proven capability to manage multiple projects simultaneously
  • Experience working in the Middle East construction industry is highly desirable
  • Fluency in English is essential; knowledge of Arabic would be advantageous
  • Proficiency in cost modeling, forecasting, and financial analysis
  • Knowledge of the New Rules of Measurement (NRM) standards
  • Strong problem-solving abilities and sound decision-making skills
  • Demonstrated experience in risk identification, assessment, and mitigation during design phases
