Recruitment & Compliance Specialist
Job Summary
A leading Multinational Corporation (MNC) headquartered in Taiwan is establishing a new factory in Singapore. We are seeking an experienced Recruitment & Compliance Specialist who will be responsible to manage end-to-end recruitment for local and foreign hires, administer all work passes/visas, ensure full MOM compliance, and lead orientation/onboarding.
đź§© Key Responsibilities
1. Full-Cycle Recruitment
•Draft and post job ads; comply with Fair Consideration Framework (FCF) requirements
•Source, screen, shortlist candidates; coordinate interviews with hiring managers
•Conduct reference/background checks and medical examinations
•Manage offer acceptance, negotiations, and hiring timelines
•Build talent pipelines for future needs
2. Work Pass & Immigration Administration (Singapore)
•Assess eligibility: Employment Pass (EP), S Pass, Work Permit, Dependant’s Pass, LTVP
•Use EP Online / WP Online to submit new applications, renewals, updates, cancellations
•Ensure compliance with quotas, levies, minimum salaries, COMPASS framework for EP
•Liaise directly with MOM, ICA; follow up on status, respond to queries, file appeals if needed
•Track pass validity, send renewal reminders, manage overstaying risks
•Handle IR21 tax clearance and exit documentation for departing foreign staff
3. Orientation, Induction & Onboarding
•Lead first-day orientation and company induction
•Explain organizational structure, policies, code of conduct, and workplace rules
•Arrange ID badges, system access, equipment, and workspace setup
•Coordinate handover to team and Compensation & Benefits team for pay/benefits briefing
•Update personnel files and HRIS records; ensure all joining documents are complete
4. Compliance & Reporting
•Stay updated on latest MOM labor/immigration rules
•Prepare reports: hiring stats, work pass status, foreign workforce headcount, quota usage
•Support internal/external audits; ensure full legal compliance
