Recruitment Specialist (O-5 Billet) Non-Supervisory - External

The Recruitment Specialist manages IHSC recruitment and hiring for U.S. Public Health Service Commissioned Officers. Develops and implements recruitment strategies, conducts outreach, collaborates with stakeholders, manages recruitment data, and assists candidates. This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

DUTIES AND RESPONSIBILITIES: Develops, facilitates, and implements all phases of the IHSC recruitment process such as and not limited to the following: creating recruitment/hiring announcements, candidate examinations, selections for IHSC, recruitment reports, auditing and closing out announcements. Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization. Collaborating with administrative staff and hiring managers in fulfilling their recruitment and staffing needs, including notifying hiring official a candidate requests a site visit. Develops outreach programs and establishes agreements with representative colleges, universities, and local medical and educational facilities. Outreach activities also include hosting and attending in person and virtual events, visits to job fairs, and events hosted by professional associations. Manage IHSC recruitment and retention processes which includes internal and external collaboration, coordination, recruitment event management, and developing and maintaining recruitment and retention procedures. Contacts potential candidates by phone and email, answers calls, web-based inquires, virtual chat group messaging etc., relating to employment with IHSC. Assist interested candidates with questions related to the application process, qualifications, current vacancies, and provide general information regarding benefits, pay, and leave schedules etc. Creates, reviews, or edits all written materials used for advertising in professional journals, web-based postings, public facing webpage, magazines, billboards, etc. Provides advice and assistance to collateral duty recruiters and supervisors in response to specific recruitment requests. Manage the IHSC recruitment strategy, policy, guide, and standard operating procedures. Conduct recruitment & staffing data analysis, interpret data, and produce reports for dissemination to IHSC Leadership. Other duties as assigned.
