The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position:

UNHCR Jordan’s operational footprint relies on several interconnected platforms used for registration, cash assistance delivery, case management and counseling, and field operations. This customized set of locally conceived and global tools are technically supported in the DIMA Unit, by a small sub-team of specialized technical staff.

The Senior Business Analyst Associate will be involved in building, maintaining, and improving UNHCR Jordan applications, working across both frontend and backend technologies to deliver high-quality software solutions. These in-house solutions include 1) The workflow management system used for queue management of the Reception centres in Khalda and in camps; 2) Increasing portfolio of in-house apps for management of caravans in both Azraq and Zaatari camps; 3) Back-office tools for administration and HR functions; 4) Developments to the self-service kiosk for registration renewals. Additionally, the role has an increasing function serving liaison with technical focal points in various ministries such as Ministry of Digital Economy (SANAD), Ministry of Interior and Ministry of Education.

The role requires an individual to operate with a high degree of autonomy and technical authority, taking full ownership of design, development, and continuous improvement of in-house applications that support critical operational workflows, particularly in protection, registration, and field activities. The incumbent will be responsible for coordinating the software development lifecycle, ensuring that systems are designed with a strong understanding of business needs, implemented to a high standard, and maintained effectively to remain responsive to evolving operational priorities. This includes overseeing and enhancing existing applications, such as appointment, workflow, shelter, and back-office systems, to ensure reliability, scalability, and user-focused improvements.

In the data management domain, the role requires the ability to design and maintain robust, scalable database structures to efficiently handle large, complex datasets. The role is expected to demonstrate advanced proficiency in developing and optimising SQL queries to support analytical requirements and enable accurate, timely reporting. The incumbent plays a key role in supporting data-driven application development, ensuring that data architecture underpins system functionality and contributes to evidence-based decision-making.

For systems integration and automation, the incumbent lead the technical activities related to the development of backend services and APIs that enable seamless interoperability between diverse platforms, including telephony systems, corporate tools, and local data sources. The incumbent is proactively identifying opportunities to improve efficiency through automation, leveraging scripting and ETL technologies such as SSIS to reduce manual effort, enhance data accuracy, and streamline workflows. This requires both technical expertise and strategic insight to ensure integration solutions are sustainable and aligned with organizational needs.

Within infrastructure and technical coordination, the role demands effective collaboration with ICT teams at both local and global levels to ensure that applications are properly hosted, deployed, and maintained across different environments, including cloud platforms such as Microsoft Azure. The incumbent is accountable for managing system performance, availability, and accessibility, while ensuring that all technical solutions conform to organizational standards, security requirements, and architectural constraints.

In addition, the role encompasses broader data-related responsibilities, including the development of data warehousing processes, ETL pipelines, and dashboards that translate complex data into actionable insights for stakeholders. The incumbent is expected to play a key role in maintaining data quality and integrity through close coordination with government entities and partners, ensuring consistency and accuracy across shared datasets. The incumbent is to ensure that all data sharing practices comply with data protection policies, applying appropriate anonymisation techniques and safeguarding sensitive information, thereby upholding the highest standards of data governance and organisational compliance.
