Job Summary
The Cost Controller oversees cost and budget management for Project Execution Excellence initiatives, ensuring alignment with internal standards and project requirements while coordinating cross-functional teams to deliver accurate cost control and reporting.
Responsibilities
- Lead the development and enforcement of cost control rules and procedures specific to Project Execution Excellence initiatives to ensure consistent project consolidation
- Manage and analyze cost reporting including budgets, actuals, and forecasts for multiple projects to identify cost impacts and variances
- Coordinate cost control activities across central and regional Cost Control teams to support budget estimation and reporting for new initiatives
- Collaborate with discipline leads to obtain and update cost reports reflecting cost impacts on budgets and forecasts
- Collect and report project manhours and manpower histograms, comparing actuals against plans and forecasts
- Work closely with finance and accounting teams to ensure accurate reporting of all costs and expenditures in cost reports
- Support change management by ensuring all project changes and variations are captured and reflected in cost reports
- Assist Project Controls Manager in developing and reporting business unit and department budgets
- Review vendor and subcontractor cost reports, updating project budgets and forecasts accordingly
- Partner with Procurement and Supply Chain teams to report purchasing budgets, commitments, and cost changes on equipment packages
- Develop Cost to Revenue (CTR) analyses to support projects and bid proposals
- Collaborate with estimating and commercial teams to translate cost estimates into pricing templates
- Work with Risk Manager to assess risk threats, opportunities, and cost consequences, validating project contingency build-ups
- Prepare and update project status and progress reports on weekly to yearly intervals in coordination with project managers and discipline leads
- Support the development of Operating Business Unit (OBU) specifications, policies, and procedures alongside Project Controls, Risk, and Estimating Managers
- Perform additional duties as assigned by management
Preferred competencies and qualifications
- 5+ years of experience in oil and gas industry Cost Controls with proven leadership in major offshore project execution
- Expertise in FPSO/FSO/FLNG sectors highly desirable
- Experience managing Cost Control for EPCI projects including yard work to ensure cost efficiency throughout project lifecycle
- Bachelor’s degree in a technical field required; Master’s degree preferred
- Advanced skills in MS Excel and other computer applications to develop and manage complex cost control tools and reports
- Strong communication skills in English to produce reports, presentations, and engage diplomatically with stakeholders
- Proven ability to prioritize and manage multiple tasks independently in fast-paced environments while maintaining accuracy and meeting deadlines
- Proactive problem-solving skills with a collaborative approach to achieve successful project outcomes
