KEY ACCOUNTABILITIES
AFC Governance & Control Oversight
- Establish and maintain AFC governance within Line 1.5, aligned with regulatory, group, and internal policies
- Oversee execution and consistency of key AML/CFT controls across Operations, including CDD/EDD, name screening, transaction monitoring, and STR processes
- Provide independent oversight and challenge to Line 1 on control effectiveness
- Ensure AFC controls are embedded within operational processes and systems
- Support and coordinate responses to regulatory reviews, audits, and compliance assessments
EDD Oversight & Quality Assurance
- Oversee end-to-end EDD processes for high-risk customers, ensuring compliance and consistency
- Conduct quality reviews and identify gaps in risk assessments and documentation
- Ensure clear audit trails and robust justification for EDD decisions
- Collaborate with Compliance on risk rating methodologies and escalation thresholds
Incident Management & Issue Governance
- Lead the end-to-end AFC incident management process, including identification, classification, escalation, and resolution
- Ensure incidents are reported in accordance with internal policies and regulatory expectations
- Oversee timely escalation of material issues to senior management, Compliance, and Risk
- Ensure proper documentation of impact, regulatory implications, and corrective actions
Root Cause Analysis & Remediation
- Drive root cause analysis (RCA) to identify underlying control weaknesses
- Ensure effective and sustainable remediation actions are implemented
- Monitor progress and track closure of issues within agreed timelines
- Ensure corrective measures address systemic gaps and prevent recurrence
Gap Identification & AFC Initiatives
- Proactively identify control gaps, emerging risks, and process inefficiencies
- Lead AFC initiatives including process standardization, system enhancements, and automation
- Support Line 1.5 transformation efforts (e.g. maker-checker controls, shared services, workflow optimisation)
- Ensure alignment with regulatory developments and industry best practices
Data, MI & Reporting
- Oversee preparation of incident reports, dashboards, and management information (MI)
- Perform trend analysis and provide risk insights to senior management
- Ensure data accuracy, completeness, and integrity across reporting systems
Stakeholder Engagement & Training
- Act as key liaison between Operations, Compliance, Risk, IT, and Internal Audit
- Provide regular updates to senior management on risks, incidents, and remediation progress
- Lead training and awareness programs to strengthen AFC knowledge and culture
- Support audits and regulatory reviews with documentation and walkthroughs
Projects & Regulatory Initiatives
- Lead or support regulatory-driven initiatives and system implementations
- Participate in cross-functional projects to enhance AFC controls and processes
- Provide subject matter expertise on operationalisation of AML/CFT requirements
Others
- Responsible for the readiness of FCC Operations activities which includes promulgating business guidelines, workflow and Standard Operating Procedures (SOPs)
- To perform any ad hoc review as requested by the Head of Compliance or higher authority in Operations and Regulators
- Responsible for providing Operation team advice and guidance to the relevant business areas
- Independently handle the tasks assigned and able to take decisions on matters within designated authority
- Independently analyse and critically evaluate the responses received without much supervision and escalate as appropriate
- Improve employee productivity and competency through advice, counsel and training as and when required
- Enhance operational efficiency and cost control through implementation of process improvement / streamlining / system automation projects
- Support the business growth and strategy by assist in preparing and providing operational guidelines, workflow and Standard Operating Procedures according to Group and Bank Negara
- Act as a liaison person between risk and the department. To support and/or facilitate risk management activities. To facilitate the assessment of risk register and Key Control Self- Assessment (KCSA). To submit required report, information or data. To attend risk management training and capability building
QUALIFICATIONS / EXPERIENCE
- Minimum 8–12 years’ experience in financial services, preferably in AML/CFT, Compliance, or Operations
- Bachelor of degree or equivalent, in Insurance / Banking & Finance / Law or related disciplines.
- Strong knowledge of AML/CFT regulations (e.g. BNM requirements, FATCA/CRS, sanctions, fraud risk)
- Experience in incident management, EDD oversight, and control governance
- Strong analytical and problem-solving skills, with experience in root cause analysis
- Proven ability to drive initiatives, implement improvements, and manage stakeholders
- Strong communication skills with ability to engage senior management and regulators
- Demonstrate ownership and logical approach to activities undertaken, working collaboratively with the relevant stakeholders
- Able to identify ways of improving operational activities by adding value in line with strategic goals and objectives
- Demonstrate lateral and analytical thinking, i.e. ability to connect the dots and able to recommend practical solutions for operational activities improvement
- Quick learner, ability to transfer knowledge and always practising emotional intelligence
- Experience in insurance/takaful operations and transformation initiatives is an added advantage
- Proficient in MS Office and/or any data analytics tool
KNOWLEDGE & TECHNICAL SKILLS
- Excellent written and verbal communication skills and ability to perform working under pressure
- Experienced in team’s management and coordination
- Ability to define, prioritize and execute process in a structured manner
