Senior Manager, Technical Operations

Oracle Cloud Infrastructure (OCI) is seeking a Senior Manager to lead a team of Site Reliability Developers supporting the Japan Sovereign Cloud platform. This role is responsible for building, developing, and leading a high-performing team focused on service availability, operational excellence, incident management, and customer trust. Working closely with engineering, product, cloud operations, and regional leadership teams, you will drive operational strategy, workforce planning, and continuous improvement initiatives that support mission-critical cloud services for government and regulated customers in Japan.

While this is primarily a people leadership position, successful candidates will possess a strong understanding of cloud infrastructure, service operations, and large-scale technology environments. The role requires native-level Japanese communication skills, business-level English, and the ability to lead teams operating within a 24x7 support model.

Qualifications

- Native-level Japanese language proficiency and business-level English communication skills
- 8+ years of experience in technology organizations, including leadership experience managing engineering, operations, SRE, infrastructure, or cloud services teams
- Strong understanding of cloud computing, service operations, incident management, and operational excellence principles
- Proven ability to recruit, develop, coach, and retain high-performing technical teams
- Experience leading teams supporting mission-critical production environments and 24x7 operational support models
- Strong stakeholder management skills with the ability to collaborate effectively across engineering, product, business, and executive leadership teams
- Experience driving operational improvements through metrics, automation, process optimization, and service reviews
- Excellent communication, decision-making, and crisis management skills during high-severity operational events

Preferred Qualifications

- Experience supporting government, regulated industry, sovereign cloud, or highly secure environments
- Experience working within global organizations and managing cross-cultural teams across multiple regions
