Senior Manager – Title 31 Compliance

The Senior Manager – Title 31 Compliance is responsible overseeing the organization’s Bank Secrecy Act (BSA) / Title 31 compliance program within a casino and gaming environment. This role ensures regulatory adherence, operational effectiveness, and risk-based execution of anti-money laundering (AML) controls, including transaction monitoring, reporting, and employee training.

Key Responsibilities

Leadership & Oversight

  • Supervise and provide direction to Title 31 Compliance Specialists, ensuring consistent execution of compliance reviews and reporting obligations.
  • Establish performance expectations, provide coaching, and conduct periodic quality assurance reviews.

Regulatory Compliance & Reporting

  • Oversee the accurate and timely filing of all Title 26 and Title 31 reports, including Form 8300s, Currency Transaction Reports (CTRs) and Suspicious Activity Reports (SARs), in accordance with FinCEN and Nevada Gaming Control Board (NGCB) requirements.
  • Ensure compliance with Nevada Regulation 22 for race and sports book wagering report (BWR) requirements and other gaming-specific regulatory obligations.

Program Management

  • Maintain and enhance the organization’s AML/Title 31 compliance program to ensure alignment with regulatory expectations and industry best practices.
  • Provide regular updates to senior management on program effectiveness, emerging risks, and regulatory changes.

Monitoring & Audit

  • Review and audit transaction activity and supporting documentation to ensure adherence to internal controls and regulatory requirements.
  • Identify gaps, control weaknesses, or suspicious activity trends, and escalate findings as appropriate.
  • Support internal and external audits, regulatory examinations, and remediation efforts.

Policy & Procedure Governance

  • Maintain and enforce policies and procedures related to Title 31 compliance.
  • Recommend enhancements based on risk assessments, audit findings, and regulatory developments.
  • High school diploma or equivalent required; Bachelor’s degree in Finance, Accounting, Criminal Justice, or a related field preferred, including ACAMS/CFE certification.
  • Minimum of 3–5 years of experience in AML, Title 31, or casino compliance, including supervisory experience preferred.
  • Strong knowledge of BSA / Title 31 requirements, FinCEN reporting obligations (CTR, SAR), and Nevada Gaming Control Board regulations.
  • Proficiency in Microsoft Office (Excel, Word, Outlook) and AML systems preferred.
  • Strong analytical, organizational, and communication skills.
  • Ability to manage multiple priorities in a fast-paced, highly regulated environment.
  • Must be eligible for and maintain a valid Nevada Gaming License.
  • Must be 21 years of age or older.
