Job Description:
Blue Water Thinking is seeking an experienced and dedicated Senior Trainer to join our team, supporting the Department of Veterans Affairs. In this role, the individual will be primarily responsible for planning, creating, and executing test administration, learning management, customized subject matter-specific training, and educational courses delivered through instructor-led and web-based training environments in support of Veterans Health Administration (VHA) initiatives.
Key Responsibilities:
- Lead the planning, development, coordination, and execution of instructor-led and web-based training programs supporting VHA operational, clinical, and technology initiatives.
- Conduct comprehensive training needs assessments, evaluations, and analyses to identify communication, knowledge, and skill gaps among end users and stakeholder groups.
- Translate identified training requirements into effective workshops, training curricula, remedial learning modules, and educational solutions.
- Design, develop, revise, and maintain training materials including workbooks, facilitator guides, participant manuals, job aids, presentations, and other instructional resources.
- Develop and implement standard and customized training programs aligned with organizational goals, project requirements, and adult learning methodologies.
- Administer and support learning management systems (LMS), including course setup, enrollment management, learner tracking, reporting, and system maintenance activities.
- Develop, maintain, and analyze training databases, records, metrics, and reports to support program performance and compliance requirements.
- Deliver engaging face-to-face, virtual, and online training sessions to clinical, operational, technical, and leadership audiences.
- Provide coaching, mentoring, and guidance to trainers, end users, and stakeholders to support knowledge transfer and adoption of new processes and technologies.
- Lead training-related administrative activities, including scheduling, communications, logistics coordination, documentation, and reporting.
- Collaborate with subject matter experts, clinical staff, project teams, and leadership to ensure training content accurately reflects current workflows, policies, and best practices.
- Support test administration activities, user readiness efforts, and organizational change initiatives associated with system implementations and enhancements.
- Evaluate training effectiveness through assessments, feedback collection, performance metrics, and post-training analyses, recommending improvements as needed.
- Attend and actively participate in meetings, committees, working groups, and stakeholder engagements to provide training expertise and recommendations.
- Prepare and deliver presentations, demonstrations, briefings, and status updates to project teams, leadership, and client stakeholders.
- Serve as a training lead for assigned initiatives, ensuring timely delivery of high-quality training products and services.
Minimum Qualifications:
- Bachelor's degree.
- Minimum of eight (8) years of experience supporting training, instructional design, workforce development, learning management, or related training activities.
- Experience developing and delivering instructor-led, virtual, and web-based training programs for adult learners.
- Experience conducting training needs assessments, evaluating training effectiveness, and developing training materials and curricula.
- Experience administering learning management systems (LMS), training databases, or related training management tools.
Preferred Qualifications:
- Professional clinical experience and understanding of healthcare delivery environments.
- Experience working in and/or training end users on Oracle Health (formerly Cerner) electronic health record systems.
- Experience supporting training initiatives within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or other federal healthcare organizations.
- Experience leading large-scale training programs, training teams, or enterprise-wide user adoption initiatives.
- Knowledge of adult learning principles, instructional systems design methodologies, training evaluation techniques, and change management practices.
- Experience supporting healthcare information technology implementations, modernization efforts, system deployments, or electronic health record transitions.
- Strong facilitation, presentation, communication, and stakeholder engagement skills.
- Experience developing eLearning content, virtual learning solutions, and blended learning programs.
- Proficiency with Microsoft Office Suite, collaboration tools, learning technologies, and training development software.
- Demonstrated ability to manage multiple priorities, work independently, and lead cross-functional training efforts in a fast-paced environment.
- Experience presenting to executive leadership, senior stakeholders, and large audiences.

Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Must be able to obtain and maintain the required federal public trust clearance for this role.
Compensation:
Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below.
Salary Range: $95,000 - $125,000.
