SHE Manager
Be responsible for SHE performance of Chemicals Plants, including RC, Crisis Management, Transport Distribution Safety; Chemical regulations and Trade Control.
1. Implementation of SHE Management system
- Implements and maintains SHE management system in Chemicals plants in accordance to company and business SHE Management system.
- Supports site manager in planning and securing milestone results.
- Collaborates with relevant parties at Chemicals plants for implementation and improvement their work processes / areas to meet defined SHE standards, including Occupational safety and Crisis management, Fire-fighting, First-aid programs.
2. Legal Compliance
- Ensures SHE compliance & regulatory audits are performed and all incidents are investigated.
- Fulfills SHE internal and external reports for EB plants such as: Environment surveillance reports, hazardous waste reports; Serious incident reports…
- Plans and implements SHE requirements from authorities: fire drill, emergency response, occupational health and safety, environment protection.
- Explores local regulations on chemicals, SHE to assist for updating Trade control, GHS & MSDS practices and SHE compliance.
3. SHE education and culture building:
- Conducts SHE orientation, trainings and development with operations, supply chain team and contractors at Chemicals plants;
- Executes SHE promotion programs/ campaigns at Chemicals Plants.
- Compiles and submits all mandatory SHE performance reports to competent authorities and country/ RBU management.
4. SHE Operational control:
- Conducts daily safety observation, handle incident or accident investigation and develop corrective actions basing on findings (if any).
- Coordinates for identifying risks, hazard inherent, unsafe behaviors in existing and future operational processes.
- Implements counter-measures; corrective and preventive actions to eliminate injuries, damages and losses related to defined hazards.
- Support the sites to ensure the corrective implementation of permit to works (PTW).
- Coordinates to follow-up the implementation of relevant SHE corrective actions with related stakeholders via incident reporting system.
- Controls of PPEs and first aid supplies including stock & purchases.
5. Transportation and distribution safety (TDS):
- Provide advices and consultations to respected stakeholders as site TDS advisor.
- Conduct regular and spot check audit to site and third party facility to ensure the compliance.
- Collaborates with responsible people to implement TDS minimum requirements at Construction Chemicals plants.
6. Global Harmonized system (GHS), Material safety data sheet (MSDS), Trade Control:
- Ensure the Trade Control policy as per local and international chemical regulations.
- Implements GHS for Construction Chemicals products.
- Controls MSDS for Construction Chemicals products following group guidelines.
7. Emergency Response and Crisis management
- Support the site to establish and build up competencies and readiness to deal with on/off site emergency events.
- Support site managers for crisis management.
8. Security
- Supervise overall security activities of Construction Chemicals plants and report security performance to SHE manager on a regular basis.
- Ensure the implementation of information protection management via training, internal audit, etc.
JOB REQUIREMENT :
- Background: BSc degree in Safety, Environmental or Engineering degree or equivalent.
- Good command of English and Computer skills (Ms. Office).
- Working experience of at least 5-year experience in SHE scope in MNCs, preferably in manufacturing environments.
- Good Knowledge on local SHE regulations and chemical laws.
- Knowledge on international standards: ISO 14001, OHSAS 18001,
- Key competencies required: Striving for achievement; Customer focus; Communication and interpersonal understanding.
- Experience working in Responsible Care will be an added advantage.
