Site Engineer

About the Role

We are seeking a meticulous and technically competent Site Engineer to support our project delivery team in a role centred on Deviation and Anomaly Report (DAR) submissions, site inspections, and close liaison with LTA Qualified Persons Supervising (QPS) and site teams. The ideal candidate brings solid site engineering experience, a thorough understanding of LTA's regulatory and submission frameworks, and a proactive approach to quality and compliance management on active civil infrastructure projects.

Key Responsibilities

  • Prepare, coordinate, and submit Deviation and Anomaly Reports (DARs) to LTA in a timely, accurate, and well-documented manner in accordance with LTA's submission protocols and requirements.

  • Monitor and track all open DARs throughout their lifecycle — from initial identification and submission through to LTA review, response, and formal close-out.

  • Compile and organise all supporting documentation for DAR submissions including photographs, drawings, calculations, method statements, and inspection records.

  • Liaise with the design team, QPS, and LTA representatives to obtain necessary technical inputs, clarifications, and endorsements required for DAR submissions.

  • Conduct regular and systematic site inspections to monitor construction activities, verifying conformance with approved drawings, specifications, method statements, and LTA requirements.

  • Prepare and maintain detailed site inspection records, non-conformance reports (NCRs), and corrective action logs in accordance with the project quality management system.

  • Administer and manage Inspection and Test Plans (ITPs), coordinating hold points and witness points with LTA's QPS and Employer's Representative (ER) for timely review and sign-off.

  • Ensure all inspection and site activities are conducted in full compliance with Workplace Safety and Health (WSH) regulations and the project's Safety Management Plan.

Requirements

  • Bachelor's degree in Civil Engineering, Structural Engineering, Construction Engineering, or a related engineering discipline.

  • Professional registration with PEB Singapore or working towards PE registration is an advantage.

  • Demonstrated site engineering experience on construction or civil infrastructure projects, with a focus on quality management, regulatory submissions, and authority liaison.

  • Hands-on experience preparing and managing DAR submissions, NCRs, and ITP administration on LTA or equivalent infrastructure projects is strongly preferred and will be a significant advantage.

  • Prior experience in direct liaison with LTA QPS, ER teams, or equivalent statutory authority representatives on active construction projects.

  • Experience on LTA projects (e.g., MRT, LRT, road, tunnel, underground infrastructure, or bus interchange) is strongly preferred.

  • Strong working knowledge of LTA's DAR submission processes, quality management systems, and regulatory compliance frameworks.

  • Proficiency in reading and interpreting civil, structural, and architectural construction drawings and specifications.

  • Familiarity with ITP administration, holdpoint and witness point management, and NCR close-out processes in an LTA project context.
