Site HSE Manager - FSO/FPSO

Are you a Chief Officer with sailing background on oil tankers and shore based experience in the HSEQ Department of either a shipyard or shipping company?

This is a great opportunity to be part of a FSO project (18 month contract) in China with rotation in their HQ in Singapore.

Key Accountabilities:

  • HSSE Regulation and Standards Management:
  • Develop, update, and implement HSSE policies, frameworks, and standards tailored for EPCI sites. Continuously strengthen the organization’s forward-thinking HSSE strategy.
  • Monitoring Site HSSE Practices:
  • Oversee EPCI site activities, address HSSE issues, and implement preventive and corrective actions. Promote safety initiatives to maintain a secure and eco-friendly work environment.
  • Site Inspections and Audits:
  • Supervise inspections of work areas, equipment, and subcontractor practices to identify unsafe conditions. Advise project teams on necessary management interventions and ensure compliance with HSSE regulations and industry benchmarks. Coordinate site audits, report gaps, and monitor non-conformances through MIMS.
  • Emergency Response Planning:
  • Create, maintain, and test emergency response plans, ensuring staff are well-trained and roles are clearly defined during crises. Lead on-site emergency responses and collaborate with departments and agencies for aligned and effective responses.
  • Training and Reporting:
  • Manage site HSSE training programs, maintain records of certifications, and prepare comprehensive HSSE performance reports for management. Ensure documentation, including policies and records, is regularly updated.
  • Engagement and Risk Management:
  • Build strong relationships with employees, contractors, regulators, and the local community. Conduct risk assessments for site operations, enforce mitigating measures, and ensure thorough incident reporting with corrective actions implemented.
  • Resource Oversight:
  • Ensure all safety equipment and resources are available, operational, and properly used at all times.

Qualifications:

  • Seafaring experience up to the ranks of 2nd Officer/Chief Officer on board oil tankers
  • Minimum 10 years of progressive experience as a Safety Officer, particularly with EPCI projects. Ideally FPSO yard / fabrication exp.
  • Proven expertise in managing on-site HSSE Management Systems.
  • Certification as a Workplace Health and Safety Officer (WHSO) or equivalent.
  • Comprehensive knowledge of ISO 45001 and ISO 14001 standards; lead auditor certifications are highly desirable.
