The Software Engineer develops,\nmaintains, and enhances complex and diverse software systems (e.g.,\nprocessing\-intensive analytics, novel algorithm development, manipulation of\nextremely large data sets, real\-time systems, and business management information\nsystems) based upon documented requirements. Works individually or as part of a\nteam. Reviews and tests software components for adherence to the design\nrequirements and documents test results. Resolves software problem reports.\nUtilizes software development and software design methodologies appropriate to\nthe development environment. Provides specific input to the software components\nof system design to include hardware/software tradeoffs, software reuse,\nuse of Commercial Off\-the\-shelf (COTS)/Government Off\-the\-shelf (GOTS) in place\nof new development, and requirements analysis and synthesis from system level\nto individual software components.<\/span>

The Level 3 Software Engineer (SWE) shall possess the\nfollowing capabilities:<\/span>
<\/span><\/p>

  • Analyze user requirements to derive software design and\nperformance requirements
    <\/span><\/span><\/li>
  • Debug existing software and correct defects
    <\/span><\/li>
  • Provide recommendations for improving documentation and\nsoftware development process standards
    <\/span><\/li>
  • Design and code new software or modify existing\nsoftware to add new features
    <\/span><\/li>
  • Integrate existing software into new or modified\nsystems or operating environments
    <\/span><\/li>
  • Develop simple data queries for existing or proposed\ndatabases or data repositories
    <\/span><\/li>
  • Write or review software and system documentation
    <\/span><\/li>
  • Serve as team lead at the level appropriate to the\nsoftware development process being used on any particular project
    <\/span><\/li>
  • Design or implement complex database or data repository\ninterfaces/queries
    <\/span><\/li>
  • Develop or implement algorithms to meet or exceed\nsystem performance and functional standards
    <\/span><\/li>
  • Assist with developing and executing test procedures\nfor software components
    <\/span><\/li>
  • Develop software solutions by analyzing system\nperformance standards, confer with users or system engineers; analyze systems\nflow, data usage and work processes; and investigate problem areas
    <\/span><\/li>
  • Modify existing software to correct errors, to adapt to\nnew hardware, or to improve its performance
    <\/span><\/li>
  • Design, develop and modify software systems, using\nscientific analysis and mathematical models to predict and measure outcomes and\nconsequences of design
    <\/span><\/li>
  • Design or implement complex algorithms requiring\nadherence to strict timing, system resource, or interface constraints; Perform\nquality control on team products
    <\/span><\/li>
  • Implement recommendations for improving documentation\nand software development process standards
    <\/span><\/li>
  • Oversee one or more software development teams and\nensure the work is completed in accordance with the constraints of the software\ndevelopment process being used on any particular project
    <\/span><\/li>
  • Confer with system engineers and hardware engineers to\nderive software requirements and to obtain information on project limitations\nand capabilities, performance requirements and interfaces
    <\/span><\/li>
  • Coordinate software system installation and monitor\nequipment functioning to ensure operational specifications are met
    <\/span><\/li>
  • Recommend new technologies and processes for complex\nsoftware projects
    <\/span><\/li>
  • Serve as the technical lead of multiple software\ndevelopment teams
    <\/span><\/li>
  • Select the software development process in coordination\nwith the customer and system engineering
    <\/span><\/li>
  • Ensure quality control of all developed and modified\nsoftware (U) Delegate programming and testing responsibilities to one or more\nteams and monitor their performance

    • Fifteen (15) years of\nexperience as a SWE in programs and contracts of similar scope, type, and c<\/span><\/span>omplexity is required.
      <\/span><\/li>
    • Bachelor\u2019s degree in Computer Science or related\ndiscipline from an accredited college or university is required. Four (4) years\nof additional SWE experience on projects with similar software processes may be\nsubstituted for a bachelor\u2019s degree.
