General Statement of Job

The Human Resources Specialist - Employee Relations - performs administrative and technical duties for the Employee Relations unit. This includes case management and reporting, employee criminal background checks, driver’s eligibility verifications, retention of records, unemployment claim support, and other administrative functions assigned by Employee Relations leadership. This position assists while upholding high standards of confidentiality and customer service.

Specific Duties and Responsibilities

Essential Functions:

  • Assists Employee Relations unit with employee relations cases, correspondence, and document preparation, to include researching, gathering and organizing documentation
  • Performs administrative work on projects assigned by Employee Relations and executive leadership.
  • Handles inquiries and exercises sound judgment in referral of inquiries to appropriate staff.
  • Researches and prepares materials for subpoenas, open record requests, and Texas Workforce Commission filings.
  • Manages, tracks, and reports data related to employee relations activities, including case metrics, federal background checks, and driver eligibility.
  • Supports maintenance of the department’s case management systems, ensuring accuracy.
  • Provides administrative support with unemployment claims, including gathering
    documentation, preparing responses, and coordinating with TWC.
  • Seeks to analyze and solve problems, address concerns, and plans with great attention given to confidentiality, prompt follow-ups, customer service, project quality and tedious detail.
  • Conducts federal and state background checks, federal personnel background inquiries, employment verifications, maintains log of security sensitive positions, and documents results in accordance with STC policy and procedures.
  • Performs motor vehicle record (MVR) checks, prepares documentation for South Texas College driver eligibility, and coordinates with appropriate departments.
  • Assists with departmental training and presentations.
  • Contributes to maintaining the South Texas College Employee Handbook updated and accurate. Engages in cross departmental collaboration to complete the annual employee handbook project.
  • Responsible for employee relations records retention, including organizing and archiving documents, conducting audits, adhering to the retention schedule, obtaining destruction approvals, and providing technical expertise in maintaining the department’s case management system(s).
  • Travels throughout the college district, as needed.
  • Performs other duties as assigned.

Required Education and Experience

  • Bachelor's Degree required.
  • At least one (1) year of work experience in similar setting or HR, required.
  • At least one (1) year of experience with data management and administrative support is preferred.

Required Knowledge, Skills and Abilities

  • Excellent oral, written, presentation, and interpersonal communication skills.
  • Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills.
  • Ability to independently identify and undertake additional tasks to be accomplished.
  • Ability to organize, schedule, coordinate projects and training programs.
  • Ability to safeguard sensitive or confidential information from intentional or unintentional disclosure.
  • Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
  • Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
  • Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.

Checks, Certificates, Licenses, and Registrations

  • Security Sensitive position: All applicants are subject to a criminal background check under South Texas College policy.

  • Must have or qualify for a valid Texas driver's license and proof of liability insurance.

Physical Requirements

  • Standing particularly for sustained periods of time.
  • Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Mobility to accomplish tasks, particularly for long distances or moving from one work site to another.
