About Your Role

CMTS is seeking an experienced Structural Subject Matter Expert (SME) serves as the senior technical advisor for structural engineering matters on large-scale capital programs. This individual will provide leadership and technical oversight related to the evaluation, design review, constructability, inspection, rehabilitation, and construction of structural systems associated with airports, transportation facilities, educational institutions, public infrastructure, and commercial developments.

The ideal candidate possesses extensive experience in structural engineering, construction methodologies, building codes, and forensic evaluation of existing structures. The SME will collaborate with project teams, clients, architects, engineers, contractors, and regulatory agencies to ensure structural integrity, safety, quality, and compliance throughout project delivery



Projects may include airport terminal improvements, airside and landside infrastructure, utility modernization, roadway and transit improvements, tenant improvement projects, vertical construction, facility upgrades, and other public sector capital improvement initiatives.

Education Requirements

  • Bachelor’s degree in civil engineering with a Structural Engineering emphasis from an accredited institution.
  • Minimum of 15 years of progressive structural engineering experience.
  • Professional Engineer (PE) license required.
  • Demonstrated experience with large-scale infrastructure, transportation, aviation, vertical construction, or public works projects.
  • Extensive knowledge of:
  • International Building Code (IBC)
  • ASCE Standards
  • AISC Steel Design
  • ACI Concrete Design
  • Structural Rehabilitation Practices
  • Construction Means and Methods
  • Experience reviewing structural designs prepared by multidisciplinary engineering teams.
  • Strong written and verbal communication skills and the ability to evaluate complex structural issues and provide practical solutions.



What You’ll Need to Get the Job Done

  • Minimum 15 years of progressively responsible structural engineering experience.
  • Active Professional Engineer (PE) license required.
  • Extensive experience supporting large-scale capital improvement, aviation, transportation, educational, commercial, or public infrastructure projects.
  • Demonstrated expertise in structural steel, reinforced concrete, masonry, and foundation systems.
  • Thorough knowledge of International Building Code (IBC), ASCE standards, ACI, AISC, and applicable industry standards.
  • Experience performing structural design reviews, constructability reviews, and engineering evaluations.
  • Ability to review structural calculations, drawings, specifications, submittals, RFIs, and change orders.
  • Experience conducting structural condition assessments and forensic investigations.
  • Ability to identify structural deficiencies and develop practical repair or rehabilitation solutions.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Excellent verbal and written communication skills.
  • Ability to present technical information to clients, executive leadership, and project stakeholders.
  • Ability to organize and conduct meetings while facilitating collaboration among multidisciplinary teams.
  • Ability to develop and maintain positive working relationships with internal and external stakeholders.
  • Strong attention to detail and ability to work independently with minimal supervision.
  • Proficiency with Microsoft 365 Suite.
  • Working knowledge of structural analysis software and Building Information Modeling (BIM) platforms preferred.
  • What You'll Do
  • Serve as the primary structural engineering advisor for major infrastructure and construction programs.
  • Review structural calculations, plans, specifications, reports, and design documents for compliance and constructability.
  • Provide technical guidance and recommendations regarding structural systems and engineering solutions.
  • Support project teams during planning, design, procurement, construction, and closeout phases.
  • Participate in design reviews, value engineering workshops, risk assessments, and constructability reviews.
  • Evaluate contractor submittals, RFIs, change orders, claims, and technical proposals.
  • Conduct structural condition assessments and inspections of existing facilities.
  • Investigate structural failures, deficiencies, and performance concerns and recommend corrective actions.
  • Support construction teams by resolving field conditions and unforeseen structural issues.
  • Monitor compliance with applicable codes, standards, and project requirements.
  • Coordinate with clients, consultants, contractors, regulatory agencies, and project stakeholders.
  • Prepare technical reports, presentations, findings, and recommendations.
  • Mentor engineering and construction professionals while supporting technical excellence throughout project delivery.

What You’ll Do

  • Serve as the technical authority and primary advisor on all structural engineering matters related to capital improvement, aviation, transportation, educational, and public infrastructure projects.
  • Provide independent technical review of structural calculations, drawings, specifications, engineering reports, and design packages to ensure compliance with applicable codes, standards, and project requirements.
  • Participate in planning, design, procurement, construction, commissioning, and project closeout activities as the owner's structural subject matter expert.
  • Conduct and lead structural design reviews, constructability reviews, value engineering workshops, and risk assessments.
  • Evaluate existing structures and facilities to determine structural integrity, remaining useful life, rehabilitation requirements, and repair alternatives.
  • Perform field investigations and condition assessments of buildings, bridges, parking structures, airfield facilities, retaining walls, foundations, and other structural systems.
  • Review contractor submittals, requests for information (RFIs), design clarifications, change orders, claims, and proposed engineering solutions.
  • Provide technical recommendations regarding structural repairs, modifications, rehabilitation, strengthening, and replacement strategies.
  • Support project teams in resolving complex structural issues encountered during construction and identify practical solutions that minimize project impacts.
  • Coordinate with architects, engineers, contractors, construction managers, airport authorities, public agencies, and regulatory stakeholders to ensure successful project delivery.
  • Evaluate temporary structures, construction sequencing plans, shoring systems, and means-and-methods proposals for structural adequacy and safety considerations.
  • Monitor construction activities to verify compliance with approved plans, specifications, quality standards, and design intent.
  • Conduct site visits and inspections to assess construction progress, identify deficiencies, and provide recommendations for corrective actions.
  • Prepare technical memoranda, structural assessment reports, presentations, findings, and executive-level recommendations.
  • Support dispute resolution efforts by providing technical analysis and documentation related to structural issues, claims, and project challenges.
  • Assist with development of standards, guidelines, specifications, and best practices for structural engineering and construction activities.
  • Mentor project staff and provide technical guidance to engineers, construction managers, inspectors, and project teams.
  • Support business development activities, proposal preparation, technical interviews, and client presentations as requested.
  • Maintain awareness of industry trends, emerging technologies, code updates, and best practices to ensure CMTS continues delivering industry-leading solutions.
  • Perform other duties as assigned by project leadership or executive management.

Salary Range

  • $190,000.00 - $225,000.00 annually
