Supervising Director of Career and Technical Education (CTE)

The Syracuse City School District represents 35 schools and programs, including 6 high schools, 6 middle schools, 6 K-8 schools, 13 elementary schools, and 4 alternative education programs, serving approximately 19,000 students Pre-K–12. Of these students, 82.3% qualify for free or reduced-price lunch, 20.1% are served by the Office of Special Education, and 83% are students of color.
JOB DESCRIPTION:
The Syracuse City School District seeks a highly qualified and innovative educational leader to serve as the Supervising Director of Career & Technical Education (CTE). This district‑level administrator provides comprehensive leadership, oversight, and strategic direction for CTE programming across all SCSD middle and high schools and affiliated programs. The Supervising Director ensures high‑quality instruction, regulatory compliance, and equitable access to college‑ and career‑aligned pathways for all students.

REPORTS TO: Deputy Chief of Curriculum and Instruction and the Chief Academic Officer
ESSENTIAL JOB FUNCTIONS:
Program Leadership & School Oversight
- Provide leadership and oversight for PSLA, ITC, and STEAM high school programs.
- Supervise the P‑TECH Coordinator, High School CTE Coach, and all Work‑Based Learning Coordinators.
- Oversee CTE Special Education and ENL teachers assigned to CTE programs.
- Support and monitor programmatic opportunities for non‑CTE students.
- Lead expansion of CTE programming in grades PreK–5.
Regulatory Compliance, Reporting & Data Systems
- Manage NYSED CTE program approvals and reapprovals, including CLNA and Perkins Grant requirements.
- Oversee districtwide CTE data collection, including:
- NYSED reporting
- CLNA data
- WBL tracking
- Technical endorsement tracking
- Monitor 3S10 post‑graduate reporting, CTE retention rates, and credit recovery/tutoring participation.
- Oversee CTE SchoolTool and data and the district’s online CTE data‑tracking platform.
Instructional Quality, Assessment & Professional Development
- Coordinate all technical assessments, including ordering, implementation, and compliance.
- Plan, implement, and monitor professional development for CTE teachers, including creation of the annual PD plan.
- Collaborate with building PARs and District CTE mentor to support CTE teacher effectiveness.
College, Career & Postsecondary Alignment
- Maintain and expand postsecondary articulation agreements with colleges, universities, and industry partners.
- Monitor and expand concurrent enrollment and College Credit Now (CCN) offerings.
- Oversee college placement processes and ALEKS assessment administration.
Scheduling, Operations & Logistics
- Support development of high school master schedules to ensure CTE access and pathway integrity.
- Oversee transportation related to CTE programming.
- Manage pre‑authorizations, purchasing, contracts, and related operational needs.
- Oversee all summer school programming connected to CTE.
Student Engagement, Events & Counseling
- Assist in coordinating major CTE events with the Assistant Director, including:
- Support the 8th Grade High School Choice events, process and timeline.
- Supervise high school counselors responsible for CTE pathways.
Other Duties
- Perform any other duties as assigned by the Executive Director of CTE & High School Programs.
POSITION HOURS:
- This is a 12-month administrative position.
QUALIFICATIONS:
- NYS School District Leader (SDL) or School District Administrator (SDA) Certification
- Demonstrated experience in CTE leadership, secondary administration, or related instructional supervision.
- Knowledge of NYSED CTE regulations, program approval processes, and Perkins/CLNA requirements.
- Experience with master scheduling, data systems, and program evaluation.
- Strong communication, organizational, and leadership skills.

Salary and Benefits per the Unit 2 Contractual Agreement.
