Supervisory Aviation Technical Systems Specialist
This position is located in the Air Traffic Organization (ATO), Safety Service Unit, Safety Directorate, Safety Intelligence & Response Group. This Group ensures the timely dissemination of accurate and unbiased information regarding significant events that occur within the National Airspace System (NAS).
The AJI Joint Air Traffic Operations Command (JATOC) Team Manager applies advanced knowledge of National Airspace System (NAS) technical systems, operations and procedures to direct and manage a staff of geographically dispersed aviation experts and ad hoc interdisciplinary operational teams responsible for evaluating procedural and failures of air traffic control processes, communication, and/or other types of air traffic practices during highly complex aircraft accident/incident investigations, near mid-air collision reports, and incidents which receive significant media interest. Applies knowledge of NAS safety reporting programs to direct and monitor studies, analyze findings, and make recommendations to facilitate program improvements. This work is critical to the safety of the NAS and the flying public. The Team Manager uses program/project management principles to formulate positions and to manage the financial, business and planning activities that support accident and event investigations. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for his/her organization. Performs critical aspects of the budget planning process, including projecting short and long-term future needs, and justifying resource requirements. Possesses advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the Group's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate. Applies advanced knowledge of the technical aspect of the NAS to direct subordinate staff in the analysis of systems and programs affected by aviation accidents/incidents, and other aviation related activity. Assigns personnel and resources to assist ATO facilities in the compilation and review of audio and radar data, as well as other pertinent documentation, in determining casual factors, impacts and findings in high visibility or other significant events involving ATO services. Is regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution to problems related to the evaluation of data developed during accident/incident investigations. Resolves all but unique problems without the intervention of higher level management. Directs and monitors the initial notification and preliminary assessment of facts during investigations involving aircraft accidents and incidents at air traffic terminal and en route facilities. Contacts are primarily within the AJI organizational unit and ATO with subordinates, peers, and higher level managers to discuss the status of projects/programs and plan for the future. Using experience analyzing NAS systems, relating to the aviation incidents or events, presents results of the investigations to the Chief Operating Officer (COO), the Deputy Chief Operating Office, and the Vice President of Safety and Technical Training as well as other agency senior leadership. Compiles data from staff to provide a single source of integrated information and reliable communications to ATO leadership to make critical, informed, and responsible decisions. Has frequent contacts with customers including higher ranking managers and supervisors, facility manager's, representatives from the Operational Service Units, and labor organizations.
