Supervisory Human Resources Specialist (Worklife and Benefits)
This is what was sent over- This position serves as Director of the Worklife and Benefits Service (WLB), Office of the Chief Human Capital Officer (OCHCO). The incumbent supervises a team HR professionals responsible for developing and implementing Department-wide policy for WLB programs such as hours of duty, leave administration, health & wellness, telework/remote work, employee assistance, and retirement & benefits.
Responsible for the development, dissemination, and maintenance of Department-wide Worklife and Benefits (WLB) policies. These include but are not limited to the following: hours of work, alternative work schedules leave administration, health & wellness, and retirement & benefits (e.g., CSRS and FERS Retirement Program; Thrift Savings Plan (TSP) Long Term Care Program; Federal Employees Health Benefits (FEHB); and Federal Employees Group Life Insurance (FEGLI). Advises and consults with management at all levels throughout the agency's headquarters and field activities on HR matters and keeps higher level personnel officials informed of key issues, concerns, and potential precedent setting matters. Represents the VA on agency committees and work groups. Serves as advocate for and promotes a customer focus within the WLB Service and throughout OCHCO. Leads or participate on ad hoc projects teams developing major new policies/programs/products that are strategically aligned with the direction of VA's business needs and are expected to contribute to the effective operation of VA's line organizations and toward recognition of VA as an employer of choice. Participates in division assignments and efforts, including review of decisions, recommendations, policy, correspondence and other work products which results in the production and delivery of work products and services to the organization's customers. Supervises and directs the subordinate staff by assigning and reviewing work, establishing work schedules, selecting/recommending selection of employees for vacancies, evaluating performance, rewarding and disciplining employees, resolving complaints, identifying training needs and scheduling employees for training, and promoting employee engagement across the Service.
