About the Role: The Associate DLT Analyst, under the Digital Innovation and Architecture Division of ADB’s IT Department, will work under the supervision of the Blockchain and DLT Lead Consultant. The role involves independently gathering and synthesizing business inputs across ADB to assess the value of DLT initiatives, and coordinating with partner teams to translate requirements into technical options and pilot plans. The contractor will also maintain DLT and blockchain resources within the Digital Innovation Sandbox and may be assigned additional responsibilities as needed. Scope of Work/Responsibilities Specific tasks and service requirements. 1. Internal Business Requirements Coordination - Plan and run stakeholder interviews and workshops across relevant ADB units (e.g., Treasury, IT, Risk, Legal, Operations) to capture pain points, opportunities, and success metrics. - Produce as - is / to - be process maps, define KPIs, and perform gap analysis across related initiatives. - Develop a concise cost - benefit view and delivery options (buy / build / partner) for prospective pilots. - Assist to compile project documentation and roadmaps. 2. External engagement Coordination - Facilitate requirements sessions with internal stakeholders, vendors and public - sector authorities. - Capture functional and non - functional requirements with emphasis on applications relevant to Blockchain in transaction and financial settlement contexts (e.g., finality, liquidity considerations, throughput/latency targets, resiliency/DR expectations, interoperability with existing payment/messaging rails, auditability, and supervision needs). 3. Technical options & pilot Planning - Collaborate with supervisor to evaluate fit of DLT architecture and approaches for proposed pilots. - Collaborate with lead, where required, to help organize and refine a roadmap for Blockchain and DLT innovation initiatives. Requirement and Qualification (Education & Work Experience) This section is used to describe what knowledge, skills and abilities are required to perform the daily task and duties bulleted above. • Experience: minimum 3-5 years hands - on experience with DLT/blockchain (3 - 5 years in business analyst or product roles within financial services or market infrastructure providers preferred) • Business Analysis: Familiar with organizing workshops, process mapping, technical analysis, and cost-benefit framing. • Technical depth: Strong understanding of common blockchain technologies, banking systems and standards (e.g. ISO20022), key management and digital asset custody; additional technical knowledge of advanced concepts such as cryptography would be strongly desirable. Knowledge of international financial regulations, frameworks and laws (e.g. BASEL) relevant to post-trade and digital asset would also be desirable for this role. • Soft Skills: Ability to translate complex ideas into simple concepts and to lead conversations with both executive and technical stakeholders is strongly desired. • Language: Excellent English; regional languages (e.g. Japanese, Korean, Mandarin) an advantage but not required. Reporting and Coordination • For the provision of staff augmentation services, the Agency Personnel will take instructions from the ADB Blockchain and DLT Lead Consultant and work closely with the project team, internal and external stakeholders. • The Agency Personnel will provide any other services as required by the team and ADB ITD supervisor or user unit. Work Arrangement • Hybrid, requiring contractors to report onsite three times a week. If the user unit requires contractors to report to HQ for more than 3 days, compliance is mandatory. • Work Schedule is from 8:00AM – 5:00PM Manila Time.
