Turnaround Project Controls Specialist Job Summary
The Project Controls Specialist is a key member of the Robinson Turnaround Department, providing centralized support for estimating, scheduling, and cost control during turnaround events.
This role delivers forward-looking insights on turnaround performance, monitoring commitments, quantities, actual costs, and earned value to produce accurate forecasts of final cost and schedule. The specialist partners with the turnaround team to develop integrated forecasts, implement processes for early risk and opportunity identification, and drive cost and schedule optimization.
Responsibilities include managing cost reporting and forecasting to ensure accuracy, transparency, and accountability; developing and maintaining the Work Breakdown Structure (WBS); and maintaining phased forecasts based on Value of Work Done (VOWD) to analyze variances against actuals and the control budget. The role utilizes cost and scheduling systems to track budgets, actuals, and forecasts.
The position oversees contractor cost and schedule data, ensuring alignment with scope, auditing deliverables, and validating compliance with project controls requirements. It ensures all work is authorized within approved budgets and supports development of key deliverables, including the Project Execution Plan (PEP), Decision Support Packages (DSP), contract releases, and Authorization for Expenditure (AFE).
Additional responsibilities include managing contingency drawdown, monitoring contractor and vendor forecasts, and reporting on contingency utilization; ensuring alignment between physical progress and costs; and verifying contractor invoices in coordination with Finance for compliance and timeliness. The role also supports Project Change Management, ensures proper cost coding, maintains cost logs and registers, and ensures timely reporting and alignment with Finance and Accounting.

- Assignment duration: Approximately 10-11 months
