Essential Functions:
As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. Plans, organizes, supervises, and coordinates wastewater treatment operations or sewage conveyance system activities, including treatment processes, collection systems, pumping facilities, odor and vector control programs, and related administrative and technical functions;
Ensures compliance with local, state, and federal environmental, safety, and regulatory requirements, including NPDES, APP, biosolids, stormwater, and other permit mandates;
Supervises, trains, evaluates, and develops staff; oversees workforce scheduling, orientation, continuing education, industrial safety programs, and employee performance management;
Responds to operational emergencies by coordinating treatment and maintenance personnel, directing corrective actions, and communicating with internal departments and external agencies;
Inspects treatment plants, facilities, conveyance systems, and equipment to evaluate operational efficiency, maintenance needs, regulatory compliance, and quality control standards;
Reviews and analyzes operational data, records, and regulatory requirements to recommend and implement improvements to processes, policies, procedures, and system performance;
Coordinates maintenance activities, equipment repairs, contractor services, and interdepartmental projects to ensure uninterrupted operations and service delivery;
Participates in capital improvement planning, construction plan reviews, and infrastructure enhancement initiatives, recommending changes to facilities, equipment, and operational systems;
Develops, monitors, and administers operating budgets, forecasts expenditures, and manages resource allocation for assigned facilities or operational units;
Oversees administrative support functions, including maintenance scheduling, data collection, recordkeeping, operational documentation, and regulatory reporting activities;
Collaborates in the planning, implementation, and administration of vector control, odor control, and other specialized operational programs and projects;
Serves in the absence of the Field Operations Manager or Wastewater Treatment Plant Manager, including responsibility for regulatory certifications, compliance reporting, notices of violation, and related managerial duties.
Minimum Qualifications:
Bachelor's degree from an accredited college or university with a major in civil or sanitary engineering, management, biological science, hydrology, chemistry, environmental technology, environmental science, environmental engineering, or closely related field as defined by the appointing authority at time of recruitment AND four years of experience in management, administration, construction, installation or operation and maintenance of sewer collection, or treatment systems, or other wastewater facilities, plus one year of supervisory experience (which may be concurrent with general experience).

OR:
Four years of experience with Pima County as a Wastewater Operations & Maintenance Technician Supervisor, or as a Public Works Crew Supervisor, or related position as determined by the department head at the time of recruitment.
OR:
Four years of experience in the operation and maintenance of an advanced, complex wastewater/water facility , INCLUDING one year in a supervisory or managerial capacity.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
Minimum five (5) years experience in the operation of a Grade 4 wastewater facility (Section R18-5-114).
Additional ADEQ Certification/s (Collections/Water Treatment/Water Distribution).
Minimum five (5) years experience supervising, training, and evaluating employees.
Experience with/knowledge of planning, organizing, supervising, and coordinating wastewater treatment processes.
Experience communicating both orally and in writing.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Applicant must possess an ADEQ Certification as a Grade 4 Wastewater Treatment Plant Operator at the time of application. Some positions require State of Arizona Structural Pest Control Commission Arizona Restricted Use Pesticide Certificate. All positions require a valid Arizona Class D driver license at the time of application. Failure to obtain or maintain the required certification or licensure shall be grounds for termination. Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.

Physical/Sensory Requirements: This position requires sufficient body flexibility, mobility, stamina, and balance to allow for standing, walking, sitting, grasping and manipulation of work objects, frequent bending, stooping, reaching, and climbing stairs and ladders. This position may require kneeling, squatting, and the lifting of objects up to fifty pounds, pushing and pulling of objects up to seventy-five pounds. Essential to this position is corrected or sufficient vision; the ability to see, read and interpret written information, manuals, gages, including distinguishing various colors. Essential to this position is corrected or sufficient hearing and the ability to hear and comprehend voice communication in-person, over a radio and phone, and to hear operating equipment. This position requires some outside work, including inclement and hot weather, and exposure to waterborne pathogens/agents, hazardous materials and gases, water hazards and wet/slippery surfaces, odors, fumes, humidity, dirt, dust, electric arc flash potential, traffic hazards, venomous pests, and uneven surfaces. Action Activity - bending, climbing, crawling, kneeling, reaching, squatting, stooping; Motion Activity - grasping and fine movement; Hearing Activity - in noisy areas, on a radio, behind themselves, equipment alarms; Speaking Activity - in person, on a phone, on a radio; Vision Activity - operate motor vehicle; operate machinery, distinguish color, depth perception and peripheral vision. Frequently required to lift, push or pull objects weighing up to 75 pounds.
