As Workforce Staffing Manager, you’ll own Wing’s end-to-end staffing engine - sourcing, attracting, and hiring hundreds of virtual assistants per month while building new channels to expand our talent pipeline. This is a hands-on leadership role that combines operational management of a 20+ person recruitment team with strategic innovation across online, social media, and in-person recruitment channels.
You’ll be instrumental in expanding our multi-channel powerhouse, which includes social media marketing, university partnerships, community events, and employer branding initiatives. Success in this role means delivering consistent, high-volume hiring while continuously discovering and scaling new ways to attract top talent from the Philippines and beyond.
Responsibilities
Lead and manage a team of 24+ recruiters across sourcing, screening, and onboarding functions
Own monthly hiring targets of 200+ virtual assistants, ensuring consistent pipeline flow and quality standards
Design and optimize recruitment workflows, SLAs, and KPIs across the full hiring funnel
Implement structured interview processes and candidate evaluation frameworks aligned with Wing's quality standards
Coordinate closely with the Training department to ensure seamless handoff from recruitment to onboarding
Manage staffing budgets, job board spend, and cost-per-hire metrics
Online Recruitment Expansion
Develop and execute a comprehensive digital recruitment marketing strategy across major platforms
Build Wing's employer brand on social media (Facebook, Instagram, TikTok, LinkedIn, YouTube) through engaging content, employee testimonials, and day-in-the-life features
Launch targeted paid recruitment campaigns on Meta, Google, and TikTok optimized for cost-per-qualified-applicant
Create and manage Wing recruitment community groups on Facebook and Telegram to nurture passive candidates
Establish partnerships with Filipino online communities, VA forums, freelancing groups, and remote work advocacy pages
Develop SEO-optimized career pages and landing pages to capture organic applicant traffic
Implement referral marketing programs with tracking and incentive structures
Leverage LinkedIn Recruiter, Indeed Hiring Campaigns, and niche job boards (OnlineJobs.ph, Kalibrr, JobStreet) for targeted outreach
In-Person Recruitment Initiatives
Design and launch Wing's first in-person recruitment program across key talent markets in the Philippines
Organize and attend university career fairs at top PH institutions (UP, Ateneo, La Salle, UST, and provincial universities)
Plan community recruitment events, open houses, and hiring days at Wing's Manila offices
Build relationships with LGU employment offices (PESO), TESDA, and DOLE for co-sponsored hiring events
Develop a provincial recruitment strategy targeting emerging talent hubs outside Metro Manila (Cebu, Davao, Clark, Iloilo, Bacolod)
Create Wing Ambassador / Campus Representative programs at universities to maintain year-round recruitment presence
Partner with BPO industry associations and attend HR/recruitment conferences for employer visibility
Coordinate pop-up recruitment booths at malls, co-working spaces, and community centers in high-density areas
Requirements
5+ years of recruitment experience, including at least 2 years leading teams of 10+ in a management role
Proven success in high-volume hiring (100+ hires/month) within BPO, staffing, or virtual assistant industries
Strong track record of building and scaling recruitment channels beyond traditional job boards
Hands-on expertise in social media recruitment and digital marketing for talent acquisition
Experience managing recruitment budgets and optimizing cost-per-hire
Proficient with ATS platforms, recruitment analytics, and pipeline management tools
Based in Metro Manila, with willingness to travel to provincial locations for recruitment events
