Business Manager
The incumbent serves as a Chief of the Business Office for the VACIHCS. The incumbent is aligned under the Associate Director of the facility. The incumbent provides leadership in the following areas: Patient Benefits, Health Information Management Section, Veterans Transportation Network, Business Program Application Integration, and the Facility Revenue Program in partnership with the Central Plains Consolidated Patient AccountCenter (CPAC.)
This position is for a temporary promotion, not to exceed 1 year. Position may be converted to permanent without further competition. You may be returned at any time to the position from which you were temporarily promoted, or to a different position of equivalent grade and pay. Major duties listed but no limited to: Supervises a staff of employees to accomplish the work of the organizational unit. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Develops work improvement plans, recommending personnel actions as necessary. Responsible for assuring the competency of employees and scheduling appropriate corrective action to address identified deficiencies. Coordinates with the services to ensure that volunteers are competent to perform duties as assigned. Responsible for assuring staff sensitivity to the knowledge capabilities of working with persons with varying degrees of abilities, disabilities, and age specific requirements. Establishes plans and policies to ensure the accomplishment of programs and projects within the scope of the Business Office in an efficient and effective manner. Work involves identifying requirements for funding, staffing, space, privacy, and technology to support the programs and delivery of services to Veterans across disparate programs and geographical locations. Provides oversight and guidance, program management, and leadership to the business operations in their medical center. Provides significant time to the medical care cost recovery efforts for this health care system, continually assessing the productivity and workflow, effectiveness, and efficiency of program operations. Continually analyzes the effective utilization of all personnel costed to programs in the Business Service. Allocates available manpower resources to meet challenging workload demands and clinical service requirements. Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Directly manages Member Services to ensure VA is compliant with legal, procedural, and administrative requirements of a diverse and complex array of VA mandated programs, i.e., Beneficiary Travel Program, Enrollment and Eligibility, Death Benefits, etc. Develops both long- and short-range policies and plans for the organizations by coordinating the medical administration needs of the health care system or network. Provides formulated planning direction for center for the Health Care System by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Analyzes inter-related issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs within Business Service. Coordinates the quality assurance program by data collection, data management and monitoring, tracking, analyzing, and interpreting data for the purpose of detecting occurrences or patterns of care which may affect patient care outcomes. Perform other related duties as assigned.
