Program Manager

This position serves as a Program Manager for a Veterans care agreement program segment, providing expert advice and analysis of cooperative agreement activities and initiatives. Supervises a team administering cooperative agreements and operations to augment provision of health care benefits to Veterans.

Provides or assists the supervisor in the overall administrative management of cooperative agreement (i.e., between the Agency and private-sector health care providers) administrative support operations. This includes interpreting administrative policies, developing or implementing local policies, defining administrative requirements, and/or providing advice to more-senior leaders, executive management, and others on related issues. Advocates for the program supported. Identifies program enhancements to improve services and protect Agency interests. Monitors organizational support for the wider organization's program. Conducts quantitative and qualitative analyses and other evaluations of the effectiveness of agreement operations within the employing organization as well as in the field in meeting established goals and objectives. Oversees or serves as liaison between the Government and requestor/awardee organizations to clarify, interpret, and resolve issues (e.g., delegations of authority, policy/regulatory/procedural disagreements). Designs, develops, implements, and interprets and/or coordinates/collaborates with subordinates and peers on agreement/funds/assistance management policies, procedures, and practices. Performs the full range of technical and administrative supervisory functions over the organization directed. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level manager. Operates in a work environment subject to frequent, abrupt, and unexpected changes in work assignments, goals, and deadlines that require frequent adjustments to operations under the pressure of continuously changing and unpredictable conditions. Performs other duties as assigned. Work Schedule: Mon- Fri 8:00 am - 4:30 pm Compressed/Flexible: May be available at management's discretion. Telework: Telework eligibility will be discussed during the interview process. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
